Regular Planning Commission <br />Meeting Date: 06/01/2017 <br />By: Tim Gladhill, Community Development <br />Information <br />5. 7. <br />Title: <br />Review Concept Plan for Redevelopment Plan at 6021, 6043, and 6101 Highway 10 NW; Case of 13120 Sunset <br />Trail LLC <br />Purpose/Background: <br />The purpose of this case is to review a concept plan submitted by 13120 Sunset Trail LLC for a small <br />redevelopment project at the addresses listed above. The Developer currently owns 6043 Highway 10 NW, and has <br />a purchase agreement for 6021 Highway 10 NW (former ICO gas station). The Developer is also interested in <br />purchasing 6101 Highway 10 NW (City -Owned, former Ralph's Gun and Pawn). <br />This is not an official application. <br />Notification: <br />Notification is not required at this stage. If the project moves forward, appropriate/required notification will be <br />provided. <br />Observations/Alternatives: <br />Of key importance on this review is the Highway 10 Access Planning Study. This parcel is located in an Official <br />Map, which does provide some restriction on expansions and improvements that would be detrimental to executing <br />plans for Highway 10 expansion. However, there is some flexibility built in the process to allow improvements that <br />will not prevent planned improvements to Highway 10. A hard -copy of the study is available <br />upon request. <br />The City previously purchased 6101 Highway 10 for right-of-way and Highway 10 improvement purposes. With <br />the current plan, this entire site may not be needed for public purpose. However, no actual design of Highway 10 <br />improvements have been completed in this area, only study -level data. Factors that may influence final design and <br />right-of-way needs are stormwater management and actual right-of-way width changes. The next step in the <br />process, if the Planning Commission is comfortable taking next steps, is to discuss the concept with the Minnesota <br />Department of Transportation (Mn/DOT). Staff wanted to check in with the Planning Commission before taking <br />this step. <br />Funding Source: <br />This case is being handled as part of normal Staff duties. <br />Recommendation: <br />No action being requested. <br />Action: <br />No action being requested. <br />Attachments <br />
