COUNCIL BUSINESS <br /> <br />Case#l: Public Hearing on to Adopt an Ordinance to Amend the Shoreland <br /> Management Regulations of the City Code <br /> <br />Mayor Gamcc closed the regular portion of the City Council meeting at 7:18 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamcc continued the public hearing at 7:18 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik indicated the Environmental Overlay regulations of <br />City Code are the remaining sections of Chapter 9 in needs of updating as a result of the adoption <br />of the new Comprehensive Plan and amendments to State regulations. The Shoreland Overlay <br />district is t~roposed to be amended at this time. Shoreland Management regulates all lands <br />adjacent to state designated public waters, with the exception of the Mississippi and Rum Rivers <br />in Ramscy where Critical Area and Wild and Scenic regulations are in place. The public hearing <br />regarding the proposed ordinance was continued to allow DNR sufficient time to review the <br />proposed ordinance. The most significant change to the text is that property owners applying for <br />variances to the shoreland regulations will be required to supply proof of conforming septic <br />systems. She advised staff recommends adjourning the public hearing and adopting the <br />ordinance. <br /> <br />Citizen lnpnt <br /> <br />There was lloBe. <br /> <br />Motion by Councihnember Strommen, second by Councilmember Elvig, to close the public <br />bearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Kurak, <br />and Zimmennan. Voting No: None. Absent: CouncilmemberPearson. <br /> <br />Thc public hearing closed at 7:20 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamcc called the regular City Council meeting back to order at 7:20 p.m. <br /> <br />Councihncmbcr Strommen commented the Enviromnental Policy Task Force is also working on <br />a wetland buffer ordinance.
