proposed concrete block. The metal paneling is a deviation from City Code. Staff supports the <br />proposed deviation due to the fact that the proposed mini-storage project is part of a Tax <br />Increment Financing project that will ultimately result in removing existing blight on the subject <br />property. <br /> <br />Councihncmber Kurak inquired if there are significant cost savings between concrete and metal. <br /> <br />Dennis Sharp, applicant, replied there are substantial cost savings. <br /> <br />City Administrator Norman explained in working with Mr. Sharp, staff was more concerned with <br />the fi'ontage and the area that faces Bunker Lake Boulevard, which is where the quality materials <br />will be used. The internal areas are where the metal will be allowed. <br /> <br />Councilmember Kurak indicated she understands the rationale of the cost savings; however, the <br />City has been adamantly against any additional metal buildings. <br /> <br />Assistant Community Development Director Trudgeon explained there are excessive costs to <br />redevelop this site, and it seemed appropriate to consider this when requested by Mr. Sharp. <br /> <br />Councihnember Kurak inquired about the framing structure of the buildings. <br /> <br />Mr. Sharp replied the buildings will be framed with either wood or metal and will be metal on <br />the outside, t-le noted this site has over 20 feet of construction rubble, and to correct the soils and <br />put tip a block building would be cost prohibitive. It made it feasible by having about two feet of <br />compacted Class 5, with the slabs floating on top of that. <br /> <br />Mayor Gamec noted that several years ago when the PCA came in this site had to have several <br />things done to it. There was a lot of debris and quite a bit of concern with that area. He <br />understands the problem in cleaning the site up. Having something worthwhile on the site will <br />be very attractive. <br /> <br />Mr. Sharp indicated they have had a soil test done, and there were a lot of places they could not <br />go down duc to the large chunks of concrete. <br /> <br />Counci hnember Zimmerman questioned if the City holds any liability with this site. <br /> <br />City Attorney Goodrich responded in the negative. He explained the applicant is accepting <br />responsibility when he takes the property. <br /> <br />Councihnember Elvig expressed concern with setting a precedent. He noted it sounds as though <br />there is enough of a distinction with this property with the condition of the soil and making it <br />affordable. Also, most of the face needs to be metal because of the garage doors.
