Councilmember Strommen noted it would be remiss not to be clear there is not a <br />guarantee that the fees will be lowered. <br /> <br />Motion by Councilmember Kurak, second by Councilmember Elvig, to adopt Resolution #04-08- <br />233 approving the final plat of Village of Sunfish Lake 2nd Addition subject to compliance with <br />City Staff Review Letter dated August 20, 2004 and the applicant entering into a Development <br />Agreement with the City of Ramsey. <br /> <br />Further Discussion: Councilmember Strommen stated it would be prudent to table this. <br />Councihnember Zimmerman asked what was done with the D.R. Horton Development. <br />Assistant Community Development Director Trudgeon replied D.R. Horton was under the old <br />fee. Thc development was approved in April or May, and the $1,862 was stipulated in the <br />development agreement. Councilmember Zimmerman inquired about the Alpine Acres <br />development. Assistant Community Development Director Trudgeon replied the 3rd and 4th <br />Additions of Alpine Acres were just approved under the old fees. Alpine Woods was done <br />recently att the old fees, as well as Rivenwick. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Elvig, and Cook. Voting <br />No: Councihnembers Strommen and Zimmerman. Absent: CouncilmemberPearson. <br /> <br />Further Discussion: Councilmember Elvig noted this is an unprecedented raise in the City's fees. <br />Councilmcnnber Zimn~erman indicated the City's viewpoint was not brought up, in that they have <br />been lagging behind and the reports brought up that their fees were way behind schedule. They <br />need to look at the whole City, and they were undercharging a lot for the service. <br /> <br />Case #14: <br /> <br />Adopt Ordinance to Establish Regulations for the Operation of Personal Use <br />Heliports <br /> <br />Community Development Director Frolik indicated the changes requested by the Council have <br />been added to the proposed ordinance. Staff has also received input from MnDOT regarding the <br />ordinance. Basically, their recommendations consisted of increasing the minimum altitude over <br />structttrcs and people; adding standards for heliport marking and signing; and changing the <br />evening hours of operation to "sunset".
