A major portion of that land was platted into Sunfish
Lake Business Park First and Second Additions. 14280 Sunfish Lake Boulevard was separated
fi'om all the other parcels due to a large wetland. Thus, the parcel was left out of the plat and left
as is. Currently, a vacant building sits on the site in very poor condition. Its location adjacent to
Ramsey's largest employer (Life Fitness) does not help provide a positive image for this
business. The property is located outside of any TIF districts so it would be necessary to find a
diff'erent method of fimding the demolition. The EDA has not funded demolition in the past and
it would be setting a precedent for possible future projects. The EDA, at its August 9, 2004
meeting, passed a motion that recommended that Council authorize the demolition of the
building utilizing funds from the EDA. Staff has obtained a couple of quotes and is asking to go
out for quotes and award the contract to the lowest quote to raze the building at a cost not to
exceed $11,500.

Councilmember Zimmerman asked if this is City property.

City Attorney Goodrich responded in the affirmative.

Motion by Councihnember Cook, second by Councilmember Elvig, to direct staff to get quote
and award contract to lowest quote to raze the buildings at 14280 Sunfish Lake Boulevard, and to
authorize expenditure fi'om EDA budget for the demolition of buildings at 14280 Sunfish Lake
Boulevard.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Strommen,
and Zimmerman. Voting No: None. Absent: CouncilmemberPearson.

Case #16: 2004 CDBG Funds and Acquisition of 14040 Azurite St NW

City Attorney Goodrich advised the City is seeking to use CDBG funding for the purchase of the
property at 14040 Azurite Street NW in an amount up to $150,000. The EDA recommended the
Council re-allocate its CDBG funding to this property. The CDBG funds would not be enough to
purchase the parcel, but will supplement TIF District No. 2 Funds. Staff is seeking a
recommendation fi'om the Council to shift the 2004 CDBG funds to be utilized within
redevelopment TIF District No. 2, specifically to the Hanson property.

City Council/August 24, 2004
