Councihnember Kurak questioned if this motion should be contingent on the approval of Case <br />No. 6. <br /> <br />Assistant Community Development Director Trudgeon responded in the affirmative. <br /> <br />Motion by Councihnember Kurak, seconded by Councilmember Elvig, to introduce an ordinance <br />to vacate the drainage and utility easement along the southern lot line of Lot 2, Block 1, Hauser <br />Addition, contingent on the approval of the site plan for expansion of Wiser Choice Liquor Store; <br />Case of M&W Holding, LLC. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Elvig, Cook, Strommen, <br />and Zimmerman. Voting No: None. Absent: CouncilmemberPearson. <br /> <br />Case #2: Report from Finance Committee <br /> <br />l) <br /> <br />Introduction to Repeal Ordinances #03-44 and #03-45 Implementing a Gas <br />Franchise Fee on CenterPoint Energy, Minnegasco, a Division of CenterPoint <br />Energy Resources Corp., a Delaware Corporation, for Providing Gas Energy <br />Service within the City of Ramsey, and Implementing an Electric Franchise Fee <br />on Connexus Energy, a Minnesota Cooperative, and the City of Anoka, a <br />Municipal Electric Distributor, for Providing Electric Energy Service within the <br />City of Ramsey, Minnesota <br /> <br />Finance Officer Lund reviewed that the proposed ordinances will repeal Ordinances #03-44 and <br />#03-45 implementing a gas franchise fee on CenterPoint Energy and Minnegasco, and an electric <br />fi'anchise fee on Connexus Energy and the City of Anoka Electric. The repeal of the ordinances <br />is required to terminate the franchise fees, which was the direction of the Council at the August <br />l0th Council meeting. The ordinances can be adopted at the September 13th Council meeting, <br />after that time it will take 30 days to go into effect. CenterPoint, Minnegasco, Connexus, and the <br />City of Anoka have been sent letters requesting them to terminate the fees as of September 30th, <br />and the ordinances will be sent to them once they are adopted. <br /> <br />Motion by Councilmember Elvig, second by Councilmember Kurak, to ratify the <br />recommendation of the Finance Committee and to introduce ordinances repealing Ordinance <br />#03-44 and Ordinance #03-45 implementing a gas franchise fee on CenterPoint Energy, <br />Minnegasco, and an electric franchise fee on Connexus Energy and City of Anoka Electric. <br /> <br />Motion carried. Voting Yes: Mayor Gamee, Councilmembers Elvig, Kurak, Cook, Strommen, <br />and Zimmerman. Voting No: None. Absent: CouncilmemberPearson. <br /> <br />2) <br /> <br />Introduce Ordinance Amending Chapter 3 and Repealing and Replacing Section <br />3.40 Entitled "City Funds" <br /> <br />Councihnember Elvig explained the proposed ordinance would amend Chapter 3 by adding a <br />new "f)ark Trust Fund".
