Jacobson indicated he had been told these two parks would develop when the core develops. <br />The sketch designs for these parks have not changed. <br /> <br />Assistant Public Works Director Olson stated his concerns were alleviated a little when Mr. <br />Feges had indicated RTC would contribute an additional $1,500 per building permit to be placed <br />in a reserve account roi' these parks. This account was to contribute to the improvements for <br />these parl<s. <br /> <br />City Administrator Norman explained the proposal of the $1,500 came from Mr. Feges when <br />there was discussion whether these parks would be the responsibility of the developer or the City. <br />Thc $1,500 pet' building pennit was a good will gesture by Mr. Feges of his long-te~rn <br />commitment to this project. When they started to put this park agreement into language form this <br />past month Mr. Feges stated things have changed due to the amendment to the master <br />development agreement in relation to the core. He will no longer be making a profit from the <br />sale of the land in the core. The City, however, has been looking at the profits from the core to <br />gct thc parking ramps built. <br /> <br />Assistant City Administrator noted the regional roadway improvements were also wrote down by <br />six million dollars. <br /> <br />Councihnember Cook stated it is time to put this to rest. The City is asking more of this <br />developer than any other developer for park land and park dedication. They need to move on and <br />settle this so the developer can start building the parks. If these parks are in the core and the City <br />owns that land they may be the City's to develop. <br /> <br />Councihnember Strommen stated at the Council meeting when the amendment to the master <br />development agreement was discussed Mr. Feges stated the amendment would not change the <br />park deal. She bad asked him to clarify it at the time to be certain. <br /> <br />Counci Imember Elvig stated the City is paying approximately six million dollars for the core due <br />to the abatement of the regional road improvements. With the $1,500 per building permit being <br />taken o 1'1~ the table, they will now be paying nine million dollars. <br /> <br />Assistant Public Works Director Olson explained this would change the condition of the general <br />obligations that were agreed to as part of the core negotiations. Second, there is the option of <br />two service districts, one for the AUAR roadway improvements and a special service district for <br />the parks. He indicated if the money is not available the parks do not have to be built. The <br />special service district for the parks was put in place because they knew this was bigger than any <br />development in the City, and it is still an option to utilize this option. He explained the special <br />service district cannot be placed on residential properties. <br /> <br />Mayor Gamcc expressed concern with the special taxing districts, the cost of the land will <br />become too expensive, and it will get to a point where it will not be able to be sold. <br /> <br />City Council Work Session/August 31, 2004 <br /> Page 3 of 9 <br /> <br /> <br />
