Councihnen]bcr Strommen stated the $1,500 per building permit has to come from somewhere, <br />not fi'om thc City. It may have changed some of the Councilmembers opinions during the last <br />negotiations if they had known the amendment to the agreement would influence the parks. <br /> <br />City Administrator Norman questioned the City's point in holding Mr. Feges to the $1,500. He <br />commented Mr. Fcges did not need to put that on the table in the first place, it was included to <br />sweeten the deal so he could keep control of these two parks. <br /> <br />Mayor Gamcc stated the developer stated the dollars would be at a certain amount and they are <br />now shrinking. <br /> <br />Councilmcmber Cook stated when the City negotiates with any other developers they only take <br />what they deserve, and they have more than they deserve with this developer. Soon this <br />developer may say the City is asking more of him than any other developer. <br /> <br />Counci hnember Kurak noted the developer could go to the park dedication per the ordinance. <br /> <br />Mr. Jacobsen explained when the document describing the parks was originally created the <br />charge was to meet 4.2 million dollars worth of park improvements and design them for the three <br />signature parks. Civic Square and Downtown Commons had not occurred to him before <br />Assistant Public Works Director Olson inquired about them. He thought they would develop <br />from funds fi'om the core. Mr. Feges then agreed to the $1,500 per building permit. However, <br />duc to the change in the core, Mr. Feges has adamantly stated this changes that whole deal for <br />him and the $1,500 in not on the table. <br /> <br />Counci hnembcr Kurak indicated at the meeting she attended with Mr. Feges it was discussed that <br />the $1,500 per building permit would come from the profits of the core. Since the core no longer <br />belongs to Mr. Feges he no longer has that ability. <br /> <br />Councilmembcr Elvig commented he is coming to the same conclusion as Councilmember Cook <br />in regards to requiring this from Mr. Feges. The question is how the parks will be paid for. They <br />may want to look at stretching the assessments out for the special service district. He noted <br />son]cone may want to put their name on the parks and cover the costs. <br /> <br />Councihnelnber Kurak commented if the City is going to own the property and be the developer <br />they will have to play the developer game, and can utilize the funds to help build the parks. She <br />noted the parks will be utilized by the whole City. She inquired if there are restrictions on going <br />outside of the colnmercial properties for the special service district. <br /> <br />Assistant Public Works Director Olson replied a special service district cannot be placed on <br />residential properties. <br /> <br />MI'. Jacobsen indicated he and Mr. Feges believe the core is the most valuable piece of land and <br />thc value will far exceed what is attached to it.
