Councilmelnber Elvig stated the core may be the most valuable, but it is also the most expensive <br />to put together. The City is playing the developer with this, and they should look at managing it <br />properly rather than pointing fingers. He commented he thinks the park proposal look good. He <br />inquired about lighting in relation to safety concerns. <br /> <br />Assistant Public Works Director Olson replied there will be trails along the perimeter, which will <br />be lit. <br /> <br />Mr. Jacobson indicated in East Town Center Park the bridge will be lit underneath. The decision <br />was made to light the trail that goes down to the bridge. The question is whether it is then being <br />suggested that the park is open 24 hours. <br /> <br />Mayor Gamec inquired when South Park will be completed, as activities were being planned for <br />the spring. <br /> <br />Mr. Jacobson replied the seed will need to be established with a full growing season next year, <br />and possibly open for use next fall. <br /> <br />Assistant Public Works Director requested direction from the Council on the direction to proceed <br />with the park agreement. <br /> <br />Councilmember Cook stated they should move on with the park agreement. The special taxing <br />district will be up to the City to determine. <br /> <br />Councilmember Strommen stated it should be determined how a special taxing district would <br />work. It wot, Id be a disservice to leave out a funding mechanism for these two parks. <br /> <br />Councihnember Pearson commented the stumbling block seems to be the parks in the central <br />core. The developer has done what has been required and he agrees with Councilmember Cook <br />that they may need to put something together to fund the parks in the core. <br /> <br />Cotmcihnember Elvig stated he agrees with Councilmember Pearson. They will need more <br />money and the taxing district is a must. The key is how to accomplish that so they do not <br />submarine it. He would think the next developer that comes in would want a big hand on what <br />the parks look like, and they should be able to lean on that developer. They should look more for <br />a financing vehicle than to go after RTC for the funding on these parks. <br /> <br />Councihnember Kurak concurred. She commented the $1,500 per building permit was done in <br />good faith and the developer does not own the core any longer. She does not want to risk what is <br />on the tablc. They should proceed with the park agreement as it stands at this time. <br /> <br />Mayor Gamec stated he wants to see this on paper before he would commit to anything. He <br />expressed concern that they have just been looking at segments of this agreement, rather than the <br />whole package. He expressed concern with what the total cost will be on this district.
