By good <br />faith thc park agreement at this point should be passed. <br /> <br />Counci hncrnber Strommen stated she wants to know where the funding will come from. <br /> <br />Councihnember Elvig requested staff to put together a bullet point package regarding the <br />financial aspects of the changes that have occurred in the master development agreement. He <br />noted thc City has more creative capabilities at their fingers than a developer. He would like to <br />see the overall picture. It would not be prudent to squeeze RTC for the two parks. <br /> <br />City Administrator Norman advised one option is not to do the improvements until a funding <br />source is identified. <br /> <br />Mayor Gamcc stated a lot of excitement is being created with the beginning of the road <br />construction. It would be nice to get the core area going. <br /> <br />Mt'. Jacobson indicated if approval is received at the September 13th Council meeting grading <br />will begin on South Park. <br /> <br />City Administrator Norman indicated staff will compile information for the Council regarding <br />the special taxing district to fund the Civic Square and Downtown Commons, which will be <br />presented at the September 13th City Council meeting. <br /> <br />2) TH 47 Trail Easements <br /> <br />Assistant Public Works Director Olson reviewed that staff was directed to obtain appraisals for <br />the necessary right-of-way to complete a trail along the west side of TH 47 from 156th Lane north <br />to Elmcrest Park. Three parcels were necessary to accomplish this goal. He reviewed the <br />following appraisals and counter offers: <br /> <br />Value Offer <br /> <br />Owner Appraised Counter <br /> <br />Prokopio $5,400 $8,500 (157%) <br />Geving $6,200 $8,000 (129%) <br />Millet' $8,950 NA <br /> <br />Assistant Public Works Director Olson explained the Miller property has been purchased by <br />Oakwood Land Development, which has verbally agreed to dedicate the necessary easement. <br />Staff met separately with both Mrs. Geving and Mr. and Mrs. Prokopio on August 3, 2004. <br /> <br />Assistant Public Works Director Olson indicated Mrs. Geving indicated that she was concerned <br />about two trees that were mentioned in the appraisal.
