CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW OF CNP STORAGE; <br />CASE OF TSM DEVELOPMENT, 1NC <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />TSM Development, Inc. has submitted a site plan to develop a mini-storage facility on 4.8 <br />acres on Outlot A of Regency Pond. A major subdivision is being processed along with <br />the site plan to replat Outlot A. The site is generally located on Ramsey Blvd at Bunker <br />Lake Blvd. The Planning Commission reviewed the site plan at their July 1st and July 12th <br />2004 meetings, along with a subdivision request to replat Outlot A of Regency Pond. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />h) <br />i) <br /> <br />Site location map <br />Site plan <br />Landscaping Plan <br />Tree Preservation Plan <br />Grading Plan <br />Building elevations <br />Planning Commission meeting minutes dated July 1, 2004 <br />Planning Commission meeting minutes dated July 12, 2004 <br />City Staff review letter dated June 25, 2004, revised July 9, 2004, revised <br />October 7, 2004 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing, however, because of the proposed <br />development's adjacency to a residential area, staff attempted to send notice of the July <br />1st, 2004 Planning Commission meeting to properties located within 700 feet of the <br />subject property. <br /> <br />Observations: <br /> <br />TSM Development, Inc. is proposing to construct a 19,440-, 15,200-, 10,200-, and a <br />15,600-square~foot storage building on Outlot A of Regency Pond. The .proposed <br />development is located in the E-1 Employment District; mini-storage facilities are a <br />permitted use in this district. <br /> <br />The development is proposing to construc~ a total of 60,440 square feet on a 4.8-acre <br />parcel. Lot coverage has been calculated at 29%, which is under the 45% maximum lot <br />coverage restriction established'in City Code. Under City Code the proposed development <br />must establish a 60-foot bufferyard, with increased plantings, along all residentially- <br />zoned properties; the site plan is showing an adequate bufferyard (dimensionally) on its <br />eastern border but not on its northern border. <br /> <br />The site plan is proposing to gain access through a private access off of Ramsey Blvd. <br />Staff' has received written comments from Anoka County that indicate this access is <br /> <br /> <br />
