Addition <br /> <br />Dear Mr. Schmitt: <br /> <br />We are in receipt of a Preliminary Plat for Regency Pond 4th Addition'prepared by James R. Hill, inc. dated <br />July [3, 2004, revised August 8, 2004, revised September 20, 2004, revised October 6, 2004. We offer the <br />following comments: <br /> <br />General: The preliminary plat is proposing to rep/at Outlot A of Regency Pond into Lot 1, Block 1, <br />Regency Pond 4ti' Addition, in order to construct a mini-storage facility. The subject property is generally <br />located on Ramsey Bird and Bunker Lake Blvd. <br /> <br />Zoning: The site is currently zoned E- 1; storage facilities are a permitted use in this zoning district. <br /> <br />Lot Sizes and Dimensions: Lot 1 is approximately 4.8 acres in size, which exceeds the 1-acre minimum <br />lot size requirement in the E-1 district. The lot has 141 feet of frontage on Bunker Lake Blvd and 555 feet <br />of frontage on Ramsey Blvd, which meets the minimum lot width of 200 feet in the E-1 District. <br /> <br />Streets: The site is located on Ramsey Blvd and Bunker Lake Blvd. The preliminary plat proposes to <br />provide access to the site through an individual access from Ramsey Blvd. Staff has received written <br />comments from Anoka County that indicate this access is acceptable to the County, provided that this <br />access also accommodate any redevelopment on the parcel on the corner of Highway 116 and Ramsey <br />Blvd. The preliminary plat also shows Outlot A south of the Ramsey Blvd. access; additional legal <br />arrangements will be necessary to ensure access to the parcel on the corner. <br /> <br />The preliminary plat shows a turn around area instead of a full cul de sac at the terminus of 148th Ave NW. <br />Section 9.50.30 of City Code requires a cu[ de sac with a minimum right-of-way diameter of 130 feet and a <br />minimum roadway diameter of 100 feet. A dedi-cated portion of roadway meeting this standard must be <br />provided. Code also requires a 20-~bot setback between public streets and parking and maneuvering areas. <br /> <br />Utilities: The utili~ plan is being reviewed as part of the site plan submittal. Drainage and utility <br />easements must be provided over all sanitary, sewer and watermains. These easements must be a minimum <br />of 20 ~'eet in width, and must be shown on the final plat. <br /> <br />Drainage a)~d Grading: The grading and drainage plan is also being reviewed as a part of the site plan <br />submittal. A drainage and grading plan has been prepared as sheet 5 of 5 of the submittals last revised <br />October 6, 2004.
