Case <br /> <br /> REQUEST FOR FINAL SITE PLAN APPROVAL OF <br />COBORN'S GROCERY, RAMSEY TOWN CENTER 3aD ADDITION <br />CASE OF RAMDANCE, LLC <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Ramdance,LLC has submitted a final site plan for approval for the development of a Coborn's <br />grocery store on Outlot I of Ramsey Town Center, proposed to be replatted as Lot 1, Ramsey <br />Town Center 3rd Addition. The proposed grocery store includes 2 ancillary uses: motor fuel <br />sales and pharmacy drive-thru window. (The preliminary site plan included a car wash which <br />has subsequently been eliminated from the development proposal). The first phase of the <br />development of Lot 1 includes the grocery store, a corner retail building in the northeast corner <br />of the site, and a third commercial building in the northwest corner of the Site.: The site plans for <br />the grocery store and each of the retail buildings are being processed as three separate cases. The <br />following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Site location map <br />Proposed plat <br />Proposed site plan <br />Proposed landscape plan <br />Proposed building elevations (color exhibits will be presented at the meeting) <br />City Council meeting minutes dated July 27, 2004 <br />City Staff Review Letter dated October 7, 2004 <br /> <br />Observations: <br /> <br />The site is zoned TC-2 and retail uses, including grocery stores, are a permitted use. The <br />preliminary site plan approved in July proposed a 54,000 square foot grocery store. The final <br />site plan indicates that the store size has increased to 62,000 square feet. In accordance with the <br />TC-2 district regulations, the City issued a Conditional Use Permit to allow the grocery store to <br />exceed the 35,000 square foot maximum. The Conditional Use Permit allows development of a <br />store up to 63,000 square feet in size. The initial development at 62,000 square'feet complies <br />with the terms of the CUP. However, it is Staff's understanding that Coborn's may desire future <br />expansions up to 70,000 square feet. This requires a CUP amendment which is expected to be <br />placed on the November Planning Commission agenda. <br /> <br />One of the features of the grocery store is a drive-thru pharmacy. In accordance with the TC-2 <br />District regulations, the applicants did apply for and obtain a Conditional Use Permit for the <br />drive-thru window. <br /> <br /> <br />
