The second amenity associated with the grocery store is the sale of motor fuel. Fuel sales are <br />currently not a permitted use in the TC-2 District. The applicant's applied for a zoning <br />amendment to allow gas sales as an accessory use in the TC~2 Districtl The City Council <br />introduced the ordinance on July 27, 2004. The final adoption of the ordinance amendment to <br />allow for fnel sales in the TC-2 district is also on tonight's agenda. <br /> <br />City Code states that there shall not be more than one main building on a lo{. On August 5, <br />2004, the Board of Adjustment granted the applicant a variance to develop the property with <br />multiple buildings. <br /> <br />The TC-2 District establishes a .5 floor area ratio. The intent of the TC-2 District is to <br />accommodate large scale retail buildings that will most certainly require greater amounts of <br />surface parking. On July 12, 2004, the Board of Adjustment granted a variance to the .5 floor <br />area ratio requirement. <br /> <br />The maximum front yard setback in the TC-2 district is 0-15 feet. The store is proposed to be <br />located at the south boundary of the site, approximately 300 feet back from the Sunwood Drive <br />right-of-way. The Town Center Development Guidelines encourage placement of larger scale <br />buildings along the railroad. On July 12, the Board of Adjustment approved the applicant's <br />request for a variance to the front yard setback requirement. <br /> <br />A total of 440 parking spaces would be required for the uses ultimately proposed for Lots 1 and <br />2; the site plan is showing 489 spaces. The loading docks are located on the southeast comer of <br />the grocery store building, with a truck access from Zeolite. The plan includes a 12 foot high <br />concrete wall to screen the loading dock activity from public view. <br /> <br />'['he grading and utility plans have been reviewed by the Engineering Department and required <br />modifications are listed in the Staff Review Letter dated October 7, 2004. <br /> <br />The Landscape Plan has been reviewed by City Staff. The landscape requirements require 148 <br />trees and 333 shrubs on the entire site. The Landscape plan proposes 124 trees and 540 shrubs. <br />The Landscape Plan must be modified to include an additional 24 trees and incorporate other <br />corrections outlined in the Staff Review Letter dated October 7, 2004. <br /> <br />The final site plan identifies a trash compactor on the south wall of the building. This is also the <br />proposed location for the trash container. The site plan must be modified to indicate what type <br />of enclosure and construction materials will be used to screen the trash storage area. <br /> <br />The final site plan submittal did not include a lighting plan. The lighting plan must be submitted <br />to the City for review and approval. <br /> <br />The project generally conforms to the Town Center Development Guidelines. The building <br />elevati'ons have not been updated since Preliminary Site Plan approval. The calculations for <br />exterior material finishes will have to be updatedwhen final elevations are prepared. <br /> <br /> <br />
