We <br />offer the fbllowing comments: <br /> <br />General Site Information: The site is legally described as Outlot [, Ramsey Town Center, and <br />is generally located east of Armstrong Blvd. N.W. and south of Sunwood Drive. This outtot is in <br />the process of being replatted as Ramsey Town Center 3rd Addition to facilitate the development <br />proposal. The plat will consist of two lots and one outlot for a Ramsey Town Center entrance <br />feature at the comer of'Armstrong Blvd. N.W. and Sunwood Drive N.W. <br /> <br />Zoning: The site is currently zoned TC-2 and general retail, including grocery,, is a permitted <br />use. The preliminary site plan also identified that there would be fuel sales, car wash and <br />pharmacy drive-through features added to the Cobom's grocery. The City Council approved'the <br />Conditional Use Permits (CUP) required for the car wash and drive through feature of the <br />pharmacy. The final site plan has eliminated the car wash and that CUP will be voided. The <br />final site plan continues to include a pharmacy with drive through feature in accordance with the <br />approved CUP. The fuel sales aspect of the preliminary site plan required a zoning amendment <br />to allow for that type of activity in the TC-2 Zoning District. The Planning Commission <br />conducted a public hearing regarding the zoning amendment and the City Council introduced the <br />ordinance on July 27, 2004. It is anticipated that the final adoption of the ordinance to amend the <br />TC-2 District to allow for f\tel sales will be on the October 12 Council agenda. <br /> <br />Floor Area Ratio: Lot 1 of ToWn Center 3rd Addition is proposed to accommodate the grocery, <br />store, l'hel pump islands, and 4 other commercial structures, two of which will be developed in <br />the first phase with the grocery store. The area of Lot 1 is 388,677 square feet. The minimum <br />t]oor area mrio i,s .5 or 194,338 square feet in this case.. The total area of'the I:botpr/nt of the <br />5rocery s~ore is being increased from the preliminary site plan to 62,000 sq. ft.; it is presumed <br /> <br /> <br />
