Town Center 3rd Addition - Final Site Plan/Cobom's October 7, 2004 Page 2 of 10 that the fuel pump island remains at 430 sq. ft.; the 1,777 sq. foot car wash is being eliminated; comer retail store building is reduced from the preliminary site plan to 13,000 sq. ft.; and two other commercial buildings have been increased to 20,000 square feet. The total amount of building tbotprint proposed at preliminary site plan was 93,207; the proposed building footprint total for Lot 1 on the final plans is 95,430 square feet. This is approximately a 2,200 square foot increase in building square footage from the preliminary site plan. However, the proposed building coverage is 'still deficient of .5 ratio and has been addressed with the variance to floor area ratio approved by the Board of Adjustment on August 5, 2004.. Setbacks: The proposed Town Center Zoning District has setback standards based on the principle of %uild to" lines rather than traditional setbacks. The Board of Adjustment granted a variance to the 15 foot maximum front yard setback for the Cobom's store. The placement of the structure meets the 30 toot rear yard setback. Storm Water Plan. We offer the following comments: · The outlet structure for the pond shows a 2 ft orifice. This orifice is not reflected in the current storm water model. · The details include an emergency overflow using tuff turf. This is not called out on the plans. Review of the grading plan shows that the lowest point on the rim of the pond is at least 1 root above the floor elevation of the building closest to the .pond. Please submit irkformation on the maximum probable pond elevation. Assumptions should include partial or complete blockage of the outlet and should be clearly called out in the summary. · The 100 yr water elevation on the grading plans does not match the SWMM model. · Inlet protection must be installed on all storm sewer structures as shown on the plans. · Storm water ponding is done in regional ponds for RTC. Each site must implement Best Management Practices tbr storm water quality. Please provide details on the BMP's for this site. Particular attention must be made to the storm lines draining the filling station element. Grading Plan: We offer the following comments on the grading plan. The italicized comments were issued in the July 2004 review and have not been addressed in the current plans. · Fhe minimum allowable slope on bituminous surfaces must be 1.0%.
