Case it <br />REQUEST FOR FINAL SITE PLAN REVIEW OF GATEWAY RETAIL BUILDING, <br /> RAMSEY TOWN CENTER 3a° ADDITION; <br /> CASE OF RAMDANCE, LLC <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Ramdance, LLC has submitted a site plan for the development of a retail building on the <br />northwest quadrant of Outlot I, Ramsey Town Center, proposed to be replatted as Ramsey Town <br />Center 3~a Addition. The Phase 1 development plan for Town Center 3rd Addition includes a <br />grocery store and two retail buildings. The following items are enclosed for your.information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Site location map <br />Proposed plat <br />Proposed Site Plan <br />Proposed Landscape Plan <br />Proposed building elevations (color exhibits will be presented at the meeting) <br />City Council meeting minutes dated July 27, 2004 <br />City Staff Review Letter dated October 7, 2004 <br /> <br />Observations: <br /> <br />The site is zoned TC-2 and retail uses are a permitted use. The applicants'are proposing to <br />construct a 12,000 square foot retail store in the northwest quadrant of the site, which will be <br />referred to as the Gateway Retail Building. This building has increased in size by 1,000 square <br />feet over what was presented at the time of preliminary site plan review. <br /> <br />City Code states that there shall not be more than one main building on a lot. There are <br />ultimately 4 structures planned for Lot 1. On August 5, 2004, the Board of Adjustment granted a <br />variance to develop multiple buildings on Lot 1. <br /> <br />The TC-2 District establishes a .5 floor area ratio. The intent of the TC-2 District is to <br />accommodate large scale retail buildings that will most certainly require greater amounts of <br />surface parking. On July 12, 2004, the Board of Adjustment granted a variance to the .5 floor <br />area ratio requirement. <br /> <br />The maximum front yard setback in the TC-2 district is 0-15 feet. The Gateway building is <br />appropriately placed at and parallel with the Sunwood Drive right-of-way. <br /> <br />A total of 440 parking spaces would be required for the uses ultimately proposed for Lots 1 and <br />2; the site plan is showing 489 spaces. In accordance with Town Center Design Guidelines, <br />parking fbr this corner retail building is behind 'the structure and located away from the streets. <br /> <br />The grading and utility plans have been reviewed by the Engineering Department and required <br />modifications are listed in the Staff Review Letter dated October 7, 2004. <br /> <br />The Landscape Plan has been reviewed by City Staff. The landscape requirements require 148 <br />trees and 333 shrubs on the entire site. The Landscape plan proposes 124 trees and 540 shrubs. <br />The Landscape Plan must be modified to include an additional 24 trees and incorporate other <br />corrections outlined in the Staff Review Letter dated October 7, 2004. <br /> <br /> <br />
