It is Staff's understanding that waste storage for the Gateway retail building will be <br />accommodated indoors. The site plan submittal did not include a lighting plan. The site plan <br />development permit will require City apProval of the lighting plan and fixtures. <br /> <br />With respect to the Town Center Design Guidelines, it is noted that no public parks are identified <br />for this TC-2 sub-district.' Small group sitting areas and a mix of pavement and plantings are <br />encouraged. The Landscape Plan reflects that there will be benches and planters on the Sunwood <br />Drive and parking lot sides of the building. <br /> <br />Also in accordance with stated goals of the Town Center Design Guidelines, detailed elevations <br />regarding architecture for the building have been provided. The architectural features of the <br />building are multi-sided and include diversity in texture, color, shapes, projections, recesses, <br />height, and transparency at street level. The selected materials include EIFS inte~ally treated <br />with color, split face CMU block, precast concrete, brick veneer, pre-finished metal accents and <br />awnings. <br /> <br />The guidelines recommend 35% of the total ground level street front fagades be glass openings. <br />At least 50% of the non-glazed wall area should be brick or a comparable alternative. Current <br />calculations of exterior material finishes must be provided in order to determine conformance <br />with the design g'uidelines. <br /> <br />At the time of Preliminary Site Plan review, the building contained access doors on the south <br />elevation only, facing the parking lot. The guidelines recommend access doors facing public <br />streets, which in this case would be Sunwood Drive. The revised Building Elevations dated <br />September 24, 2004 now include two-way comer entrances'at the east and west ends of the <br />building. This design feature provides access doors on Sunwood Drive and meets the intent of <br />the guidelines. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the final site plan contingent upon compliance with the City <br />Staff Review Letter dated October 7, 2004. <br /> <br />Council Action: <br /> <br /> Motion to approve the final site plan for the Gateway Retail Building in Ramsey Town Center 3rd <br /> Addition contingent upon the following: a) Compliance with City Staff Review Letter dated <br /> October 7, 2004; b) final plat approval of Ramsey Town Center 3~d Addition; d) the developer <br />· entering into a development permit with the City. <br /> <br />-or- <br /> <br />Motion to deny the final site plan for the Gateway Retail Building in the proposed plat of <br />Ramsey Town Center 3rd Addition. <br /> <br />Review Checklist: <br /> <br />Asst.
