This permit, among'other things, will incorporate relevant <br />items from the Master Development Agreement with Ramsey Town Center LLC that will be <br />obligations ~br Ramdance, LLC. The Development Agreement will also enumerate the financial <br />sureties needed by the City to allow construction of the project. <br /> <br />Town Center Development Review Guidelines: The following comments are a review of the <br />site plan in accordance with the Sub-District Guidelines for the TC-2 Commercial area, as found <br />in the Final Draft Town Center Development Guidelines. <br /> <br />?,tblic Recdm/Streetscape: The Gateway Retail building is located immediately adjacent to <br />Sunwood Drive, adjacent to si'dewalks and trees installed as part of the streetscape. No public <br />parks are identified for this sub-district; small group sitting areas and a mix of pavement and <br />plantings were encouraged. The Landscape Plan indicates that there are foundation planters and <br />benches on the north, east and south sides of the building. This is acceptable. <br /> <br />Site Development: The site plan includes a mix of large floor (grocery store, convenience (fuel <br />amenity, pharmacy) and specialty, uses. The retail building is located at and parallel to the street <br />right-of-way. Parking for this facility is behind the structure and located away from the street. <br /> <br />;4rchitect'ural Standard3': In accordance with stated goals of the Town Center design guidelines, <br />detailed elevations regarding architecture for the building have been provided. The architectural <br />t"eatures of the Gateway Retail Building are multi-sided and include diversity in texture, color, <br />shapes, projections, recesses, height, and transparency at street level. The selected materials <br />include EIFS integrally treated with color, split face CMU block, precast concrete, brick veneer, <br />pre-finished metal accents and awnings. The TC-2 District requires buildings to be 1-3 stories in <br />height. The retail building is one-story. <br /> <br />The guidelines recommend 35% of the total ground level street front fac, aries be glass openings. <br />At least 50% of the non-glazed wall areal should be brick or a comparable alternative. Current <br />calculations of exterior material finishes must be provided in order to determine conformance <br />with the design guidelines. <br /> <br />At the time of Preliminary, Site Plan review, the building contained access doors on the south <br />elevation only, ~'acing the parking lot. The guidelines recommend access doors hcing public <br />streets, which in this case would be Sunwood Drive. While it-is understood that dual entrances <br />to a retail t2cility become a security and staffing concern fbr the tenant, it was noted that perhaps <br />there are some design options tl4/~t could be considered t3 meet this guideline. The re¥ised <br />Building Elevations dated September 24, 2004 now include two-way corner entrances at the east <br />and west ends of the building. This design feature provides access doors on Sunwood Drive and <br />meets the intent o Jr'the guidelines. <br /> <br /> <br />
