A total of 440 parking spaces would be required for the uses ultimately proposed for Lots I and <br />2; the site plan is showing 489 spaces. In accordance with Town Center Design Guidelines, <br />parking for this corner retail building is behind the structure and located away from the streets. <br /> <br />The grading and utility plans have been reviewed by the Engineering Department and required <br />modifications are listed in the Staff Review Letter dated October 7, 2004. <br /> <br />The Landscape Plan has been reviewed by City Staff. The landscape requirements require 148 <br />trees and 333 shrubs on the entire site. The Landscape plan proposes 124 trees and 540 shrubs. <br />The Landscape Plan must be modified to include an additional 24 trees and incorporate other <br />corrections outlined in the Staff Review Letter dated October 7, 2004. <br /> <br />It is Staff's understanding that waste storage for the comer retail building will be accommodated <br />indoors. The site plan submittal did not include a lighting plan. The site plan development <br />permit will require City appr. oval of the lighting plan and fixtures. <br /> <br />With respect to the Town Center Design Guidelines, it is noted that no public parks are identified <br />for this TC-2 sub-district. Small ~oup sitting areas and a mix of pavement and plantings are <br />encouraged. The Landscape Plan reflects that there will be benches and planters on the Sunwood <br />Drive, Zeolite Street and parking lot sides of the building. <br /> <br />Also in accordance with stated goals of the Town Center Design Guidelines, detailed elevations <br />regarding architecture for the building have been provided. The architectural features of the <br />retail corner are multi-sided and include diversity in texture, color, shapes, projections, recesses, <br />height, and transparency at street level. The selected materials include EIFS integrally treated <br />with color, split face CMU block, precast concrete, brick veneer, pre-finished metal accents and <br />awnings. <br /> <br />The guidelines recommend 35% of the total ground level street front fagades be glass openings. <br />At least 50% of the non-glazed wall area should be brick or a comparable alternative. Current <br />calculations of exterior material finishes must be provided in order to determine conformance <br />with the design guidelines. <br /> <br />Recommendation: <br /> <br />City Staff recommends final site plan approval of the Corner Retail Building contingent upon <br />compliance with the City Staff Review Letter dated October 7, 2004. <br /> <br />Council Action: <br /> <br />Motion to approve the final site plan for the Comer Retail Building in Ramsey Town Center 3rd <br />Addition contingent upon the folk)wing: a) Compliance with City Staff Review Letter dated <br />October 7, 2004; b) final plat approval of Ramsey Town Center 3rd Addition; d) the developer <br />entering into a development contract with the City. <br /> <br />-or- <br /> <br /> <br />
