He offered condolences on behalf of staff for everyone in regardg to this <br />tragedy. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for an Interim Use Permit to Allow for a Temporary Modular <br />Structure; Case of Village Bank <br /> <br />Associate Planner Wald indicated Village Bank would like to construct a full-service banking <br />facility, but is unable to go through all the processes required in order to start construction this <br />year. Village Bank is asking to apply for an interim use permit to install a temporary modular <br />structure to fulfill banking services at this time. The applicant would like to install a 23 foot by <br />55 foot telnporary modular structure on the site. The applicant has stated this will provide goods <br />and services to existing and new customers in the area. Village Bank will be able to hire and <br />train new elnployees for the permanent structure, and they will ensure all potential issues have <br />been tested in order to provide high quality service to Ramsey residents. She explained ten <br />bituminous paved parking stalls will be provided, as well as a restroom facility. The plan shows <br />the extension of sewer and water to the site to accommodate the restroom facility. Sewer and <br />water trunk charges will be collected for the site plan and for the temporary building at the time <br />of building permit issuance. Therefore, when the building permit or site plan comes forward for <br />the pennanent facility these charges will not be collected. In addition, a $3,000 financial <br />guarantee would be collected to ensure that the temporary facility is removed. She advised the <br />location of the structure meets all front, side and rear yard setbacks. The applicant may need to <br />obtain a permit fi'om MnDOT for temporary grading in the right-of-way on Highway 10. The <br />interim use permit is being requested until December 31, 2005. She advised the Planning <br />Commission held a public hearing and recommended approval. Staff has recommended <br />plantings bc placed around the site, and the Planning Commission indicated the applicant should <br />work with staff regarding this. She advised the Council's packet includes a resolution waiving <br />the 14 day time fi'ame requirement between the Planning Commission meeting and Council <br />review. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt resolution #04- <br />09-278 waiving the 14 day time frame requirement between Planning Commission review and <br />review by thc City Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, and <br />Zimnaerman. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Further Discussion: Councilmember Pearson asked if the blacktopping would be done this fall. <br /> <br />Donald Kvcton, applicant, replied approximately 10 to 12 stalls would be blacktopped around the <br />building.
