COUNCIL BUSINESS Case #1: Request for an Interim Use Permit to Allow for a Temporary Modular Structure; Case of Village Bank Associate Planner Wald indicated Village Bank would like to construct a full-service banking facility, but is unable to go through all the processes required in order to start construction this year. Village Bank is asking to apply for an interim use permit to install a temporary modular structure to fulfill banking services at this time. The applicant would like to install a 23 foot by 55 foot telnporary modular structure on the site. The applicant has stated this will provide goods and services to existing and new customers in the area. Village Bank will be able to hire and train new elnployees for the permanent structure, and they will ensure all potential issues have been tested in order to provide high quality service to Ramsey residents. She explained ten bituminous paved parking stalls will be provided, as well as a restroom facility. The plan shows the extension of sewer and water to the site to accommodate the restroom facility. Sewer and water trunk charges will be collected for the site plan and for the temporary building at the time of building permit issuance. Therefore, when the building permit or site plan comes forward for the pennanent facility these charges will not be collected. In addition, a $3,000 financial guarantee would be collected to ensure that the temporary facility is removed. She advised the location of the structure meets all front, side and rear yard setbacks. The applicant may need to obtain a permit fi'om MnDOT for temporary grading in the right-of-way on Highway 10. The interim use permit is being requested until December 31, 2005. She advised the Planning Commission held a public hearing and recommended approval. Staff has recommended plantings bc placed around the site, and the Planning Commission indicated the applicant should work with staff regarding this. She advised the Council's packet includes a resolution waiving the 14 day time fi'ame requirement between the Planning Commission meeting and Council review. Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt resolution #04- 09-278 waiving the 14 day time frame requirement between Planning Commission review and review by thc City Council. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, and Zimnaerman. Voting No: None. Absent: Councilmember Strommen. Further Discussion: Councilmember Pearson asked if the blacktopping would be done this fall. Donald Kvcton, applicant, replied approximately 10 to 12 stalls would be blacktopped around the building.
