Topic: <br /> <br />By: <br /> <br />Background: <br /> <br />CITY COUNCIL WORK SESSION <br /> Formation of Environmental Quality Committee <br /> Sylvia Frolik, Community Development Director <br /> <br />City Start' has been approached by Joe McDilda, :Chairperson of the Environmental Policy Task Force <br />(EPTF), and the EPTF City Council Liaison, Sarah Strommen, regarding the possibility of transitioning the <br />EPTF into a permanent advisory committee. <br />The proposal is to establish a Ramsey Environmental Quality Committee that would review, consider, <br />initiate and recommend to the City Council such policies, plans or projects which will enhance and preserve <br />the nattmal environment of the City. The Committee's scope would include water quality, wetland <br />preservation, groundwater protection, ecological preservation, control of soil erosion, preservation of <br />cormnunity forest, and air, noise, and light pollution. <br /> <br />It is suggested that the Committee consist of 7 members: 1 member fi.om each of the City's 4 wards and 3 <br />members at large. As part of the public education outreach, consideration would be given to also seeking a <br />student or scout to serve as a non-voting member of the Committee. City Staffwould prOvide assistance to <br />the Committee. <br /> <br />In order to accomplish their objectives, the Committee will: <br /> <br /> · Become fh-niliar with State statutes, federal regulations, agency roles, and City ordinances on the <br /> subject or issues. Receive information regarding the role of the Watershed Management <br /> Organizations, municipalities, Department of Natural Resources, and Army Corps of Engineers and <br /> other regulatory agencies on environmental issues. Review related data. <br /> <br /> · Revi.ew environmentally related City policies and ordinances and recommend appropriate revisions <br /> and/or additions to the City Council. <br /> <br /> · Promote public outreach for education on environmental issues facing the City. <br /> <br /> · Prepare an mmual work plan that will be subject to City Council approval.. <br /> <br />Action Statement: <br />Direct City Staff:to draft the appropriate ordinances to establish an Environmental Quality Committee for <br />Council consideration. <br /> <br />Review Checklist: <br /> <br />City Administrator Jim Norman <br />Human Resources Manager Givonna Reed <br /> <br />CCWS: 10.19.04 <br /> <br /> <br />
