City Engineer Jankowski stated that he had a number of policy issues that he would like direction <br />on so that he can complete the financing portion of the feasibility study. <br /> <br />Councilmember Cook inquired if they have any information showing the decrease in long-term <br />maintenance costs if the roads are paved. <br /> <br />Principal City Engineer Olson replied that staff could bring the study back to the Council. <br /> <br />Counci hnember Kurak requested that staff identify a source of funding for the subsidy. <br /> <br />Consensus of the Council was to table action until the next Public Works Committee meeting. <br /> <br />Director of Public Works/Fire Chief Kapler inquired if staff should research the hybrid option. <br /> <br />Consensus of the Committee was to include costs in the feasibility study for the hybrid option. <br /> <br />Mayor Gamec suggested using storm water utility funds on projects where there are serious <br />drainage issues. <br /> <br />Case #4: Request for Functional Classification for County Roads <br /> <br />Principal City Engineer Olson stated that as a result of the Highway 10 Interregional CmTidor <br />Study, Anoka County has proposed functional classification changes for certain roadways that <br />are under their jurisdiction. Generally, the functional classification changes that they are asking <br />for comments on are increasing mobility and changing the access priorities. The list of proposed <br />changes are included as well as a map that depicts the requested changes. As a result of <br />increased development in Ramsey and those communities to the north and west, the need for a <br />roadway system that can safely accommodate the additional traffic becomes an increasing <br />concern. Anoka County feels that the requested changes to the functional classification of these <br />roadways will allow for the use of federal funds and increase the priority of County dollars when <br />compared to the entire roadway system in Anoka County. The City of Ramsey has cooperatively <br />worked with A noka County over t he y ears t o ensure t he safety o f t he t raveling public. Some <br />examples have been the construction of turn lanes on County Road 116, turn lanes on Armstrong <br />Boulevard, and working on the vision of County road 116 by working together to complete the <br />County Road 116 study discussed earlier this evening. Staff received a memo from Anoka <br />County on Friday afternoon that explains the reasons for proposing this change and another that <br />explains that the existing roadways already meet the criteria for A-Minors as far as volume and <br />cross-section. <br /> <br />Kate Garwood, Anoka County Highway Department, reviewed the different 1 evels o f services <br />and the classification changes the County was recommending.
