Ms. Garwood replied that their might some concerns from property owners regarding accesses.

Councilmember Kurak noted that when they are talking about the need to acquire more property
to widen C.R. #116 they are only talking about the area from SA to Sunfish Lake Boulevard
because the rest of C.R. #116 has been built as a future four-lane road.

Councihnember Cook expressed concern about the foot traffic and bicycle traffic along
Am~strong Boulevard because it is considered to have an on-street bike path. He inquired if the
County would work with the City on constructing a trail if the street is widened.

Ms. Garwood replied yes.

Principal City Engineer Olson replied that the Council has allowed that to be done in the past.

Ms. Garwood stated that if they can plan ahead to include a trail that is the best way to handle the
situation.

Councihnember Cook stated that he would also like to look at C.R. #63.

Councihnember Zimmerman inquired if there is a contract that the cities can sign to assure that if
the City of Ramsey proceeds with acquiring accesses that Anoka cannot refuse to do the same.

Ms. Garwood replied that that is part of the corridor study that was to agree with a plan.

Councihnember Zimmerman inquired if they can hold them to that.

Ms. Garwood replied that the County would hold them to it. The County is the body responsible
for watching the access points.

Councilmember Elvig inquired if they are going to widen roads does would it make sense to run
sewer under the roads so that they don't have to do it in the future.

Principal City Engineer Olson replied that that was a very valid point, but they don't have any
plans to upgrade the roads currently. He stated that there was plenty of time to put those things
together.

Motion b y C ouncilmember Elvig, seconded by Councilmember Cook, to recommend that the
City Council direct Staff to prepare a resolution in support of the proposed changes to the
functional classification requested by Anoka County that will be made available at the City
Council meeting with the Report for Public Works for ratification.

Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmembers Elvig, and Cook.
Voting No: None.

Public Works Committee/March 18, 2003
