2) Discussion on Elmcrest Access Alternative <br /> <br />Director of Public Works/Fire Chief Kapler stated that they have been considering for some time <br />an access to T.H. #47, which has had many people concerned for safety reasons. Another option <br />that has been more recently discussed is an access to 167th Avenue. The one issue with providing <br />an access to 167th Avenue is that it will double the cost of providing the access, but it will <br />provide a safer entrance in and out of the park. <br /> <br />Councihnember Zimmerman inquired as to the cost of extending the access to 167th Avenue. <br /> <br />City Engineer Jankowski replied that he did not have the funds available. <br /> <br />Councilmember Elvig stated that he thought the cost was around $165,000. He stated that he <br />would be very concerned with having an access onto T.H. #47. Mr. Elvig also noted that he was <br />recently made aware that the pumpkin patch was recently purchased by John Peterson so he made <br />some phone calls and contacted Mr. Peterson about the idea of the access to the park and they <br />would be interested in dedicating right of way along his property. They indicated that they would <br />be very willing to work with the City. <br /> <br />Councihnember Zimmerman stated that he would be in favor of the 167th Avenue access. <br /> <br />Director of Public Works/Fire Chief Kapler noted that the Park Commission was very supportive <br />of having the access to 167th Avenue. <br /> <br />Councihncmber Zimmerman inquired as to the source of funding for constructing the access. <br /> <br />Assistant City Administrator Nelson replied that they could use park funds. <br /> <br />Councilmember Cook inquired if they could construct the access to MSA standards. <br /> <br />City Engineer Jankowski replied that if the road were designated as an MSA road it would have <br />to be designated as a loop to T.H. #47. <br /> <br />Councilmember Zimmerman stated that he thought they would be better off working with the <br />developer rather than designating the road as an MSA road. <br /> <br />Councihnember Cook noted that the City could also take a cash settlement for park dedication <br />for the development that could be used to construct the road. <br /> <br />Councilmember Zimmerman suggested that Councilmember Cook and Councilmember Elvig <br />meet with John Peterson to discuss the issue further and see if an agreement can be reached. <br /> <br />Assistant City Administrator Nelson recommended that Community Development staff be <br />included in those discussions.
