Councihnember Cook inquired if it was reasonable to think that the area might become a <br />redevelopment area with the Town Center being directly south of the neighborhood and the <br />existing neighborhood is all one-acre development. <br /> <br />Councihnember Z immerman replied that that might be a possibility 10 to 20 years down the <br />road. <br /> <br />Councihnember Cook stated that it made sense to upgrade the roads in the area to accommodate <br />the use of the Town Center. <br /> <br />Councihnember Zimmerman inquired if the two smaller MSA roads being proposed in the Town <br />Center was necessary. <br /> <br />City Engineer Jankowski replied that the area will need north/south roads and by adding them to <br />the MSA system they will be constructed to MSA standards and funding would be made <br />available for constructing the roads. <br /> <br />Councihnember Elvig inquired if the City should be offering MSA funds to construct roads <br />within the Town Center site before they find out what the developer is willing to pay. <br /> <br />City Engineer Jankowski replied that if the developer is going to construct the road out of their <br />pockets then it would not make sense for the City to designate the roads as MSA roads, but if the <br />City does want to contribute something to the Town Center project it is a way to do so without <br />impacting the general fund. <br /> <br />Councihnember Cook stated that if the Town Center project brings out the kind of tax revenue <br />that t hey anticipate t he development w ill provide the City with financial stability without the <br />need for State funding. The City needs to be able to assist in some way in order to get the project <br />off the ground. <br /> <br />Councihnember Elvig questioned the timeline for identifying streets as MSA roads. <br /> <br />City Engineer Jankowski explained that as soon as the City Council passes the resolution and the <br />City receives approval from MnDOT the roads are on the system and then they are immediately <br />eligible for funding. The City Council will have to pass the resolution by May 1, 2003. <br /> <br />Councilmember Cook verified that as long as the City does not spend money on an MSA <br />designated road the City could choose to un-designate the road in the future if the project does <br />not proceed fo~wvard. <br /> <br />City Engineer Jankowski replied that that was correct. <br /> <br />Director of Public Works/Fire Chief Kapler noted that at this time it is a planning tool. <br /> <br />Public Works Committee/April 15, 2003 <br /> Page 3 of 12 <br /> <br /> <br />
