Councihnember Cook stated that he thought the proposed changes to the MSA system would be <br />a benefit to the City. <br /> <br />Councilmember Zimmerman stated that financially the only road the City should be focusing on <br />at this point is Sunwood Drive. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to recommend that the <br />MSAS be amended as proposed, and that a resolution for adopting this modification be brought <br />to the April 22',a, 2003 City Council meeting. <br /> <br />Further discussion: The Public Works Committee discussed at length C.R. #63 and the possible <br />connection of the road at C.R. #5 and the serious need for the road to be upgraded. It was also <br />noted that if the road is upgraded a trail should be constructed to allow for pedestrian and bike <br />traffic. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmembers Elvig, and Cook. <br />Voting No: None. <br /> <br />Case #2: Adopt City of Ramsey Street Sweeping Policy <br /> <br />Public Works Supervisor Riemer stated that the policy is to serve as a guideline for The City of <br />Ramsey street sweeping operation. The policy outlines some basic areas such as time frames, <br />equipment, priorities, etc. The League of Minnesota Cities recommends written policies as a <br />way of informing citizens of maintenance operations, as well as protecting the City in matters of <br />litigation. <br /> <br />Counci hnember Zimmerman suggested that the Safety portion of the policy be placed in the front <br />of the document following the introduction. <br /> <br />Motion b y C ouncilmember E lvig, seconded by Councilmember Cook, to recommend that the <br />City Council adopt the Street Sweeping Policy <br /> <br />Further discussion: Assistant City Administrator Nelson inquired if there was any plans by the <br />Public Works Staff to make changes to the street sweeping policy because of the budget cuts <br />because if the City creates a policy in regards to street sweeping it creates an expected level of <br />service. Street Supervisor Riemer explained that City staff is taking on more of the work before <br />they bring in a contractor to help with some of the budget issues. Director of Public Works/Fire <br />Chief Kapler noted that they accomplished this year's operation without any overtime by <br />switching work hours to four days a week 10 hours a day. <br /> <br />Motion carried.
