Councilmember Elvig questioned if it was premature for them to be discussing the idea of paving <br />any of the roads at this time. <br /> <br />City Engineer Jankowski suggested a different way of handling the issue might be setting aside <br />$10,000 to assist with paving a dirt road and the money would be made available for any project <br />on a first come first serve basis. Then the residents along the road would be petitioning for the <br />project <br /> <br />Counciimember Elvig stated that he liked the idea of making some funds available to whoever <br />might step forward. <br /> <br />Councilmember Zimmerman felt that on some of the roads they could use conbit material in the <br />interim until the roads are paved. <br /> <br />Director of Public Works/Fire Chief Kapler replied that then the question becomes does the City <br />used general funds to pay for the conbit or is it considered an improvement project that would be <br />assessed to the benefited property owners. <br /> <br />Councilmember Cook replied that in his opinion the cost would be assessed to the property <br />owners. <br /> <br />Councihnember Zimmerman stated that it is not a good year financially to be using general fund <br />dollars and there will be a lot of people watching the way the City is spending their money. <br /> <br />Assistant City Administrator Nelson stated that the discussion began months ago because staff <br />was asked to determine what the impact of maintenance was on dirt roads versus paved roads and <br />questioned how they went from that discussion to considering the paving of all dirt roads. <br /> <br />Councihnember Cook stated that just because the cost of maintenance is the same on dirt and <br />paved roads does not mean it is taking the same amount of man power from staff. A lot of times <br />people don't consider the staff time that is involved. <br /> <br />Councihnember Elvig inquired as to how much money is included in the general fund for the <br />street maintenance program. <br /> <br />City Enginecr Jankowski explained that this year they $200,000 for street improvement projects. <br /> <br />Director of Public Works/Fire Chief Kapler noted that the $200,000 is only for street <br />improvement projects, not preventative maintenance issues. <br /> <br />Councilmember Elvig inquired if there were any funds in the general fund for new street <br />improvements. <br /> <br />City Engineer Jankowski replied that the City has never paid anything to upgrade a dirt road to a <br />paved road. <br /> <br />Public Works Committee/April 15, 2003 <br /> Page 9 of 12 <br /> <br /> <br />
