Councilmember Cook stated that he felt that if the City were willing to subsidize a portion of the <br />project cost to pave the roads the residents would be willing to go ahead with the project. <br /> <br />Councilmember Elvig inquired if there was any way for the City to provide a deduct if they do <br />upgrade the road. <br /> <br />Councilmember Zimmerman noted that any time the City assess a property owner for a certain <br />project they have the right to petition against the project. <br /> <br />Councilmember Cook inquired as to how many property owners have to say that they want the <br />project in order for the project to proceed. <br /> <br />City Engineer Jankowski explained that staff would complete a feasibility study and identify <br />costs for both options, which would then be submitted to the impacted property owners notifying <br />them of a public hearing. Once the public hearing is held the Council makes a decision on a <br />project and then if the citizens don't agree with the project that the residents can petition against <br />the project for 60~days. <br /> <br />Councihnember Cook inquired if the City were to present two options to the property owners and <br />only a small portion of the residents show up opposing the asphalt so the Council goes along <br />with thc dirt road improvement would the remainder of the residents be able to petition for the <br />paved road. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />Councihnember Cook inquired as to why they would not proceed with the only option of paving <br />the road and then let the residents decide whether or not they want the project. <br /> <br />City Engineer Jankowski replied that they could do that, but staff was directed by previous <br />Council to do a cost comparison of the two options. <br /> <br />Councihnember Elvig stated that the only option for paying for the projects is special <br />assessments and using general funds to subsidize a project. He felt that it would be very difficult <br />to subsidize the project out of the general fund when they are in the middle of a budget crisis. <br />Mr. Elivg rccommended that they delay any action on the projects until they can address some of <br />the budget issues. <br /> <br />Director of Public Works/Fire Chief Kapler stated that staff has identified a few roads that would <br />not be reasonable to pave at this time and inquired if it would be practical for staff to remove <br />those streets from the discussion. <br /> <br />Consensus of the Committee was for staff to eliminate the roads that did not seem feasible to <br />pave at this time. <br /> <br />Public Works Committee/April 15, 2003 <br /> Page 8 of 12 <br /> <br /> <br />
