Councilmember Elvig noted that Mr. Bauer is considering not owning the gun club anymore and <br />he does not know what his intentions are. The request before them is for a feasibility and one <br />issue Mr. Peterson wanted to look at is how long he wants to hold onto land based on the cost of <br />extending City services and when the extension might occur. Mr. Elvig stated that when they <br />talk about development of the City one of the first things they want to know is the cost and if <br />someone is willing to pay for the study rather than having the City pay for it he does not know <br />why they would not authorize the study. <br /> <br />Councilmember Cook noted that he has personally talked to Mr. Peterson and emphasized the <br />fact that if the City were to allow the feasibility study to proceed it does not commit to any pipe <br />being installed in the ground. The study would only be conducted for informational purposes. <br /> <br />Principal City Engineer Olson explained that the resolution authorizing the feasibility study states <br />that notwithstanding this authorization for the feasibility study, the City, by this action, does not <br />obligate itself in any manner for proceeding further with the landowners' urban service extension <br />request, even in the event the feasibility study is deemed "favorable" for extension of such <br />services. <br /> <br />Councihnember Elvig inquired if it was possible to have the petitioners sign such an agreement. <br /> <br />Principal City Engineer Olson replied that the City would not do anything with the study until the <br />petitioners meets the conditions of the resolution. <br /> <br />Councilmember Cook stated that he views this feasibility study as another planning tool for the <br />City. <br /> <br />Principal City Engineer Olson noted that the City would be updating their comprehensive sewer <br />and water plan if they update that plan with the assumption these extensions will not happen they <br />will need to start the plan over. <br /> <br />Councihnember Zimmerman stated that the City needs to work within their Comprehensive Plan <br />and anytime they go out of that they get into trouble because once they do something for one they <br />have to something for others. The City is currently trying to construct Town Center, which will <br />take everything they have. <br /> <br />Councihnember Elvig stated that at this point they are only looking at a feasibility study that will <br />be paid for by the developers, not constructing a pipe. He did not believe that they City would <br />set any precedent with authorizing the study. <br /> <br />Councilmember Cook stated that the Council has to make decisions all the time that are right for <br />the City that may not always be popular and he would rather do the right thing rather than fall to <br />political pressure and do the wrong thing. <br /> <br />Counciimember Pearson inquired if the pipe were to be extended what kind of impact would it <br />have on the other property owners. <br /> <br />Public Works Committee/May 20, 2003 <br /> Page 11 of 20 <br /> <br /> <br />
