City Administrator Norman explained that the City Charter states that property owners are not <br />required to COlmect to the services. <br /> <br />Councilmember Elvig stated that the only way he would agree with extending the pipe is if <br />someone would pay the City to do it. At this point they are only talking about a study that would <br />be paid for by the developer. He felt that the study was worthwhile because it provides <br />information to the City that they do not have to pay for. <br /> <br />Councilmember Strommen stated that as part of the Town Center project they have had some <br />concerns raised about water and inquired as to how they could incorporate that into the feasibility <br />study. <br /> <br />Principal City Engineer Olson explained that staff will be requesting that the water supply plan <br />be updated, which will address the concerns identified in the AUAR document. <br /> <br />Councilmember Strommen stated that she would like to see the City work on a study that <br />preserves open space in the City. <br /> <br />Councilmember Cook noted that the City has a master trail and park plan that is being updated. <br /> <br />Principal City Engineer Olson stated that the City received greenway grant that identifies green <br />corridors for wildlife and environmental reasons. <br /> <br />Councihnember Cook noted that the greenways grant assists the City with acquiring or protecting <br />land mostly around the Trott Brook corridor. <br /> <br />Councilmember Elvig stated that it was time for the City to put a comprehensive plan together to <br />secure green space in the City. <br /> <br />Councilmember Cook recommended that the Park and Recreation Commission and the <br />Environmental Policy Task work on that issue. <br /> <br />Motion b y C ouncilmember Cook, seconded by Councilmember Elvig, to recommend that the <br />City Council adopt Resolution #03-05- authorizing Staff to hire Bolten and Menk at a cost not <br />to exceed $14,050 for completing a feasibility study for extending urban services to the property <br />identified on the attached map contingent upon all costs to be reimbursed for the feasibility study. <br /> <br />Motion carried. Voting Yes: Councilmembers Cook, and Elvig. Voting No: Chairperson <br />Zimmcm~an. <br /> <br />Councihnember Elvig stated that he would like to see something initiated to develop a <br />comprehensive plan to preserve green space. <br /> <br />Public Works Committee/May 20, 2003 <br /> Page 12 of 20 <br /> <br /> <br />
