not to exceed $15,000 for completing an update to the Comprehensive Water Supply Plan. This <br />$15,000 will be partially funded ($10,000) by the water utility fund and partially funded ($5,000) <br />by the Ramsey Town Center, LLC. <br /> <br />City Administrator Norman noted that Ramsey Town Center LLC has agreed to provide $5,000 <br />for the AUAR for Highway #10, but not for this study. <br /> <br />Principal City Engineer Olson stated that he thought it would be very easy to justify that there <br />will be things answered in the study that would be necessary for Ramsey Town Center LLC to <br />study. <br /> <br />Councihnember Cook stated that the study needed to happen if they are going to have good <br />planning for the City. <br /> <br />Counci imember Pearson inquired as to what it costs to construct a water treatment plant. <br /> <br />Principal City Engineer Olson replied $8 to $10 million. <br /> <br />Councilmember Strommen noted that $10 million would be for an iron and manganese plant. <br /> <br />Principal City Engineer Olson noted that it would also include arsenic. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to recommend to the City <br />Council to authorize Staff to hire Bolten and Menk at a cost not to exceed $15,000 for <br />completing an update to the Comprehensive Water Supply Plan and direct staff to negotiate with <br />Ramsey Town Center LLC to assist with the cost of the study. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmembers Cook, and Elvig. <br />Voting No: None. <br /> <br />6) Azurite/Basalt Street Industrial Redevelopment Project <br /> <br />Principal City Engineer Olson stated that this project would provide sewer, water and storm <br />sewer to over 17 acres of commercial and industrial property, identified as the Gateway North <br />Industrial Park property. The project cost estimate is $408,000. Of this project cost, $194,000 <br />was estimated for street reconstruction and $105,000 was estimated for sewer and water utility <br />construction. The City has begun negotiations to acquire an additional site along 141't Avenue <br />NW. With development plans pending, the City will need to authorize the additional street and <br />utility work along Azurite Street NW, 141st Avenue NW and Basalt Street NW. It was staff's <br />intent to hire Hakanson Anderson for design and surveying of the plat for this project. The cost <br />for t his service due t o t he p roj ect expansion is approximately $61,000 and is included in the <br />$408,000 mentioned above. The funding for this project would come from Tax Increment <br />Financing District #2. <br /> <br />Councilmember Elvig inquired as to the overall cost of the project. <br /> <br />Public Works Committee/May 20, 2003 <br /> Page 17 of 20 <br /> <br /> <br />
