Principal City Engineer Olson replied that they are already pushing the timeline to meet the
November 1,2003 deadline.

Councihnember Elvig inquired if the EDA can purchase the property with TIF.

City Administrator Norman replied yes, but noted the City has other funds available to purchase
the land.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to recommend that the
City Council authorize the hiring of Hakanson Anderson for surveying and design services.

Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmembers Elvig, and Cook.
Voting No: None.

COMMITTEE INPUT

1) Chameleon Street

Councilmember Cook stated that he received a call from a resident along Chameleon Street
requesting that he drive down the street after the rain to see the problem they are having because
they have complained for years and the City has done nothing. He explained that he did drive
down thc road and there was standing water. He stated that there was very little road left in the
area.

Principal City Engineer Olson replied that that was one of the areas included in the feasibility
study in the dirt versus paved road discussion. It is because of situations like these that staff
needs some direction as to how they are going to handle these issues.

Councihnember Cook explained that he discussed the issues with the resident and advised her to
put a petition together signed by her neighbors.

Councihnember Kurak recommended that the property owners be provided with the costs of the
project and then give them the option.

Councihnember Elvig stated that he could be motivated to spend money on a project where there
is a real need and the property owners are requesting it rather than the City driving the project.

Councilmember Pearson inquired if all City streets have to be constructed with curb and gutter.

Principal City Engineer Olson explained that they only install curb and gutter when City services
are extended so Chameleon Street would not include concrete curb and gutter.

Consensus of the Public Works Committee was to put together costs for constructing a 28-foot
wide street as well as correcting any drainage problems.

Public Works Committee/May 20, 2003
