City Engineer Jankowski explained that it is possible to post the road other than 30 mph or 55 <br />mph, but the process would be different. The Director of Transportation would have to complete <br />a study and whatever their recommendation is would be the speed limit. They generally set the <br />speed limit at what 85 percent of the people are driving along the road. <br /> <br />Mr. Murray noted that since the last Public Works Committee meeting they have seen people <br />pulled over for speeding along the road. <br /> <br />Councilmember Cook thought that the speed limit should be set at 30 mph, especially since it <br />such a small segment. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to recommend to the City <br />Council that Tiger Street be declared a rural residential district, that a resolution to that effect be <br />passed and transmitted to the Commissioner of Transportation, and that a 30 m.p.h, speed limit <br />posting be erected 10 days thereafter. <br /> <br />Further discussion: Director of Public Works/Fire Chief Kapler noted that they will attach red <br />flags to the speed limits signs when they are first posted. Councilmember Cook requested that <br />the speed Iimit t railer b e p laced a long t he road once the new signs are i n p lace. Director o f <br />Public Works/Fire Chief Kapler stated that he would talk to the Police Department about getting <br />the speed trailer placed along Tiger Street. <br /> <br />Motion carried. Voting No: Chairperson <br />Zimmerman. <br /> <br />Case #3: <br /> <br />Request for Extension of Sewer and Water <br /> <br />Principal City Engineer Olson stated that on May 9, 2003, the City of Ramsey received a letter <br />requesting that the City of Ramsey prepare a feasibility study for extending urban services to the <br />commercial area at T.H. #47 and 167th Avenue. The property owners have requested the <br />extension of urban services. Staff contacted Bolten & Menk to determine the cost of preparing <br />such a feasibility study and they estimated the cost to be $8,500. The Economic Development <br />Association (EDA) received a draft form of the marketing analysis for the redevelopment of the <br />commercial node near the intersection of 167th Avenue NW and Trunk Highway 47, which <br />indicated a need for municipal sewer and water. Staff recommended allowing the study t o b e <br />prepared to analyze if it is financially feasible to extend urban services to these properties. <br /> <br />Councihnember Cook inquired if they were to extend urban services would it be possible to use <br />the easement for trail to make the trail connection to Central Park <br /> <br />Principal City Engineer Olson replied yes. <br /> <br />Councihnember Elvig stated that one of the things the City is being faced with is the mandate by <br />the MPCA to clean the ditches and questioned if that is something that should be considered as <br />part of the study. <br /> <br />Public Works Committee/June 17, 2003 <br /> Page 5 of 9 <br /> <br /> <br />
