Principal City Engineer O lson explained that the MPCA i s not mandating that they c lean the <br />ditches, but they are requiring other storm water management policies to help protect the clean <br />water. <br /> <br />Counci hnember Elvig inquired if there was any sense in combining the two issues. <br /> <br />Principal City Engineer Olson replied that it was very valid point, because when they dig the <br />ditch for sewer it would the perfect time to compact it to the original grade. <br /> <br />Director of Public Works/Fire Chief Kapler noted that the ditch south of Elmcrest Park is <br />primarily wetland so he did not think bituminous would be possible it would have to be some <br />sort of a boardwalk. <br /> <br />Councilmember Cook stated that he thought the commercial development at 167th Avenue was <br />very valuable to the community. <br /> <br />Councilmember Elvig stated that it is an extremely viable commercial corner according to the <br />McCombs study if they can get the growth that the area needs. If sewer and water is extended <br />into the area be thought it would inspire some growth of some of those businesses. <br /> <br />Councihnember Cook thought that they should move forward with the feasibility study as a way <br />of supporting the retail facilities. <br /> <br />Principal City Engineer Olson noted that the proposal is that the funds would come from the <br />Water Utility Fund not the petitioners. The petitioners have not put forth the offer to pay for the <br />study. As part of the motion there needs to be language indicating that they only reason they are <br />allowing thc request outside of the MUSA is for commercial redevelopment that would benefit <br />the City. <br /> <br />Motion by Cottncilmember Cook, seconded by Councilmember Zimmerman, to recommend that <br />the City Council authorize the feasibility study for the extension of sewer and water to the <br />commercial development at 167th Avenue and T.H. #47 to be paid for from the City's Water <br />Utility Fund because of the benefit the retail node provides to the entire City. <br /> <br />Further discussion: Councilmember Elvig stated that his concern is that if they are going to <br />extend sewer and water to the area he would like some agreement from the owners of the golf <br />course that they are going to keep the golf course and not sell it for residential development. <br />Councihnember Zimmerman replied that the golf course is one of the bigger amenities in the <br />community. Councilmember Elvig inquired as to why they would not ask the petitioners to pay <br />for the feasibility study. City Administrator Norman replied that they could ask them to do so. <br />Councilmembcr Cook stated that their businesses have been impacted for the last several years <br />and thought that they should help them out with funding the study. Councilmember Elvig <br />agreed. Councilmember Zimmerman stated that he wants to make sure that if sewer and water is <br />extended to the area that there will actually be retail development.
