Motion carried. Voting Yes: Chairperson Zimmerman, Councilmembers Cook, and Elvig. <br />Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />1) County Road 116 Median Extension <br /> <br />City Engineer Jankowski explained that he spoke to the County Engineer and they are in the <br />process of bidding out the project for the C.R. #116 median extension. Construction could begin <br />in four to six weeks. One of the concerns of the City Council when they took action on the issue <br />was that there be a right turn lane going east bound on C.R. #116 to avoid turning conflicts. That <br />right turn lane has not been included in the County's plan, but they have indicated that if there <br />becomes an issue with turning they will post a no turn on red sign. <br /> <br />Councihnember Cook noted that the City Council also requested a left turn lane from T.H. #47 <br />going south T.H. #47 into Rivers Bend plaza. <br /> <br />City Engineer Jankowski explained that a sketch was fop,varded to MnDOT identifying the turn <br />lane, but staff has not received an official response as of yet. Early discussions with MnDOT <br />have indicated that what was in place currently meet their standards and the proposal did not <br />meet their standards but would probably look more favorably at signalizing 142nd Avenue. <br /> <br />Councilmember Zimmerman stated that he thought the median extension had to be done even <br />without the two other turn lanes. <br /> <br />Principal City Engineer Olson stated that the motion passed by the City Council was to include a <br />right turn lane east on C.R. #116 and if the County is not willing to construct the right turn lane <br />then there should not be a median. <br /> <br />Councilmember Zimmerman inquired as to how much the project was going to cost the City. <br /> <br />City Engineer Jankowski replied that the County had not requested any City participation. <br /> <br />Councilmember Elvig stated that they need to let the County know that the City Council still <br />feels very strongly that the right turn lane along C.R. #116 should be constructed because it <br />accommodates u-turn traffic for the apartment complex. <br /> <br />Councihnember Cook stated that staff should go back to the County and say that the Council <br />agrees that the median extension is an advantage, but only if they construct the additional right <br />turn lane. <br /> <br />City Engineer Jankowski replied that the Council did not feel that the right tum lane provided <br />much benefit. <br /> <br />Public Works Committee/June 17, 2003 <br /> Page 7 of 9 <br /> <br /> <br />
