Councihnember Cook replied that it does to the person who lives in the apartment complex. <br /> <br />City Engineer Jankowski explained that if a car has to make a u-turn going west on C.R. gl 16 it <br />is a protected u-turn other than the traffic turning going northbound on T.H. #47. <br /> <br />Councilmember Cook felt that they should discuss the issue with the County because they had a <br />lot of businesses a lot o fb usiness owners opposed to the median extension and then became <br />agreeable with the median extension with the addition of a right turn lane. <br /> <br />Councilmember Elvig stated that he thought the real deal killer for the business owners was <br />going to be not getting the left turn lane from T.H. #47 into Rivers Bend Plaza. <br /> <br />City Engineer Jankowski agreed, but noted that that was not a decision the County could make. <br /> <br />Councilmember Elvig inquired if the County had more influence with the State than the City. He <br />stated that if they go ahead with the median without the turn lane from T.H. #47 they would <br />seriously impact the businesses. <br /> <br />Councilmcmber Zimmerman stated that he thought the key was to get signalization at 142nd <br />Avenue. <br /> <br />City Engineer Jankowski stated that it is not real likely that MnDOT will open up an access from <br />T.H. #47 into Rivers Blend Plaza. <br /> <br />Councihnember Cook replied that maybe the City is unable to do anything with the State, but he <br />felt that they should hold their ground with the County. <br /> <br />Councihnember Zimmerman stated that the County's stand is to eliminate as many accesses as <br />possible along County roads. <br /> <br />Councilmember Cook replied that adding a right turn lane has nothing to do with eliminating <br />accesses. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Elvig, to recommend that <br />the City Council direct staff to meet with the Count to further discuss the possibility of a right <br />turn lane going eastbound on C.R. gl 16. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, Councilmembers Cook, and Elvig. <br />Voting No: None. <br /> <br />2) Traprock Park <br /> <br />Director of Public Works/Fire Chief Kapler noted that staff has taken down the old horse riding <br />facility. <br /> <br />Public Works Committee/June 17, 2003 <br /> Page 8 of 9 <br /> <br /> <br />
