Voting Yes: Chairperson Zimmerman, Councilmembers Cook, and Elvig. <br />Voting No: None. <br /> <br />2) Consider Request by Northfork Homeowners Association for Speed Limit Signs <br /> <br />City Engineer Jankowski stated that On August 7, 2003, staff received a letter from the Northfork <br />Homeowners Association requesting three additional speed limit signs be installed within the <br />Northfork subdivision. City policy relative to the posting of speed limit signs is that signs are <br />posted at locations where there is a change in speed limit to a lower limit. In accordance with <br />this policy 30-mile per hour speed limit signs are posted on Andrie Street north of Alpine, and on <br />Inverness Lane and 164th Lane east of Jarvis Street. Experience has shown that signage has <br />minimal effects on driving habits. The cost of an installed sign is $150. If the cost of the <br />Northfork homeowner's request were to be projected citywide, the City could anticipate an <br />eventual cost of nearly $10,000. At a period when the City's tax revenues have been frozen, it is <br />difficult to recommend any expenditure that has a questionable benefit. Staff recommended <br />instead that residents work with Police Department to identify individual speeders and focus <br />enforcement activities on specific times and locations. Staff also recommended placing the <br />speed trailer unit at the locations identified in the Northfork Homeowners letter. The trailer is a <br />very recognizable sign of concern regarding travel speeds. <br /> <br />Marie Anderson, 8801 162'~d Lane NW, stated that the Homeowners Association has been <br />approached by the residents in regards to traffic and excess speeds in the neighborhood. She also <br />noted that they had a dog killed on 160th Lane from being hit by a car. <br /> <br />Police Chief Way stated that the speed radar trailer has been placed out at Northfork a dozen of <br />times and the Police do go out and run a radar also. He personally has sat on 160th Lane and <br />162'~d Lane and has never issued a tag. He also noted that the Police Department has never issued <br />a speeding ticket on either of those streets. Mr. Way recommended that residents provide the <br />Police Department with a description of the vehicles that are speeding and the time of day it <br />occurring. He did not that four tickets were issued on Andre Street in the last three years. He <br />explained that the Northfork subdivision is a difficult area for the Police to patrol in the <br />afternoons because it is a difficult neighborhood to get out of if they receive an emergency call. <br /> <br />Ms. Anderson inquired if it would be possible to install a stop sign to help slow down the traffic. <br /> <br />Public Works Committee/August 26, 2003 <br /> Page 3 of 7 <br /> <br /> <br />
