City Engineer Jankowski explained that typically when stop signs are installed the speed will <br />decrease within a couple hundred feet of the stop sign, but then people tend to try and make up <br />the time in the middle of the block. It has been recommended in the past that stop signs not be <br />used for speed control. <br /> <br />Police Chief Way noted that stop signs also increase noise levels for the homeowners in the area. <br /> <br />Councihnember Elvig concurred that speed signs would not be effective in slowing the traffic <br />down. <br /> <br />Councilmember Cook also agreed. <br /> <br />Police Chief Way stated that he had met with the group several years ago and recommended that <br />a representative from the Police Department meet with the Association again to discuss the <br />problems and try and determine what could be done. <br /> <br />Councilmember Zimmerman suggested that the Homeowners Association work with the Police <br />Department to see if they can identify certain times for the Police to patrol the area and then if <br />that does not help they can possibly look at other options. <br /> <br />Councilmember Elvig requested that the Committee be provided with a follow-up after the <br />Police Department meets with the Homeowners Association. <br /> <br />Councilmember Kurak noted that the issue was brought up a year ago at citizen input during a <br />regular City Council meeting so it is an on-going problem. She also noted that she had received <br />a couple of calls from the residents. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Zimmerman, to recommend to <br />the City Council that staff work with the Northfork Homeowners Association to focus speed <br />enforcement to times and locations identified by the association as problematic, and to place the <br />speed traffic at locations specified in the July 9, 2003 Association letter. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, Councilmembers Elvig, and Cook. <br />Voting No: None. <br /> <br />3) Update on C.R. #116 Median Extension <br /> <br />City Engineer Jankowski stated that staff was directed to request that Anoka County pursue the <br />installation of a right turn lane for eastbound CR 116 at its intersection with T.H.47. Staff sent <br />the County a letter on July 2, 2003 letter in this regard. Staff received a response from the <br />County Engineer, Doug Fischer on July 25, 2000 explaining that the county had analyzed the <br />ability for vehicles to make a u-turn under the current conditions and found that there is adequate <br />room to make this maneuver without the additional turn lane. Also, staff has been in contact <br />with Mr. Ken Johnson of Mn/DOT regarding the request to consider the reopening of the raised <br /> <br />Public Works Committee/August 26, 2003 <br /> Page 4 of 7 <br /> <br /> <br />
