median and the installation of a left turn lane into Blue Velvet Lane. Mr. Johnson verbally <br />advised staff that a left turn lane at Blue Velvet Lane would not conform to the Departments <br />geometric standards. However, Mr. Johnson did state that the signalization of 142nd Avenue <br />would be considered if it met the warranty identified in the Manual on Uniform Traffic Control <br />Devices. M r. Johnson promised to follow this up with a letter. Additionally, the owners of <br />River's Bend Plaza have requested that signage be considered which would advise motorists the <br />U-tums at southbound to northbound T.H.47 and westbound to eastbound CR 116 are permitted. <br />Staff has discussed this request with both Anoka County and Mn/DOT and was awaiting for a <br />response. Finally, River's B end Plaza h as also requested that some informational signage be <br />posted on T.H.47 to better inform travelers on how to get into the center. Again, staff has <br />discussed this request with Mn/DOT and was awaiting a response on this matter. <br /> <br />Councihnember Elvig stated that he was not excited about seeing another traffic light on T.H. <br />#47. It seemed to him that there was still an issue on the #116 turn around. The Committee in <br />the past has talked about posting a no right-turn lane sign going north on T.H. #47 which he can <br />understand the resistance because it could back up traffic, but then it becomes more important for <br />a right turn lane to be constructed on C.R. #116. <br /> <br />City Engineer Jankowski replied that he has been told that if the u-tums and the turning traffic <br />from T.H. #47 become problematic they would post a no right turn on red sign along T.H. #47. <br /> <br />Councilmember Cook stated that it seems that they are only creating another hazard. <br /> <br />Councihnember Elvig inquired if there was anything the Committee could to do help emphasize <br />their concern to the County. <br /> <br />Assistant Director of Public Works Olson stated that if the Committee was asking for a right turn <br />lane into the Hot Stop there is already a paved shoulder that could be used. <br /> <br />Counci hnember Elvig inquired if it was legal to drive on the shoulder. <br /> <br />Police Chief Way replied no. <br /> <br />Councilmember Elvig stated that if it is a matter of changing a straight line to a dotted line to use <br />the shoulder as a right turn lane that would be great, but right now the County is saying that they <br />should be doing a u-turn and using the shoulder for a turn around. <br /> <br />Consensus of the Public Works Committee was to direct staff to continue discussion with the <br />County Engineer regarding a right turn lane along C.R. #116. <br /> <br />Councihnember Zimmerman inquired if the Committee felt that a warrant study should be <br />conducted on 142nd Avenue. <br /> <br />Consensus of the Public Works Committee was to not proceed with a warrant study for 142nd <br />Avenue and T.H. #47. <br /> <br />Public Works Committee/August 26, 2003 <br /> Page 5 of 7 <br /> <br /> <br />
