(2) <br /> <br />(3) <br /> <br />There is intensive landscaping adjacent to the north curbline, which would likely <br />be adversely impacted from standard City snow plowing operations. <br />There is a steep slope rising from the north curbline, which would make snow <br />storage difficult. <br /> <br />The above deficiencies could be over come if the roadway were to be shifted southward, thus <br />taking all the right-of-way from the River's Bend Plaza lot. This, however, would require a <br />major reconstruction of the roadway, which would have an estimated cost of approximately <br />$20,000. Staff recommended that if the property owner is interested in consideration for taking <br />over Blue Velvet Drive as a public street on the condition that the necessary right-of-way be <br />dedicated to the City and that the cost of upgrading the street to City standards be born by the <br />benefited properties. <br /> <br />Councihnember Elvig stated that he did not have a real problem with taking over the road as long <br />as the cost to upgrade the road is done at the property owners cost. <br /> <br />City Engineer Jankowski inquired if the Committee would be interested in completing the project <br />as a specially assessed project. <br /> <br />Councihnembcr Zimmerman suggested that they hear from the property owners first before they <br />discuss the different options. <br /> <br />Director of Public Works/Fire Chief Kapler explained that many more people than the customers <br />of Blue Velvet use the road. It is currently being used as public street. <br /> <br />Councilmember Cook stated that since they have cut off the left hand turn into the center the road <br />is being used more as an access to the shopping center. <br /> <br />Assistant Director of Public Works Olson stated that as he recalled it was not the property <br />owners requesting that the City to take over Blue Velvet Lane it was the Council recommending <br />that the City look into the possibility and what the impacts would be. <br /> <br />Councihnember Elivg inquired if they should have staff meet with the property owners before <br />forwarding the issue to the City Council. <br /> <br />Councihnember ZimmetTnan replied that he thought that would be beneficial. <br /> <br />Consensus was to direct staff to contact the property owners of Blue Velvet Lane regarding the <br />possibility of changing Blue Velvet Lane to a City Street. <br /> <br />2) <br /> <br />Consider Modifying Traffic Control at the Intersection of Riverdale Boulevard and <br />Armstrong Boulevard <br /> <br />City Engineer Jankowski stated that the intersection of Riverdale Boulevard and Armstrong <br />Boulevard currently has a single stop sign located on the west leg of the intersection.
