Voting No: None. <br /> <br />Chairperson Elvig, and Councilmembers Strommen and <br /> <br />Case #2: <br /> <br />Consider Proposal from Hoisington Koegler Group, Inc. to Draft a Wetland <br />Protection Ordinance for the City of Ramsey <br /> <br />Community Development Director Frolik explained this past summer, the Environmental Policy <br />Task Force met with numerous agencies in order to familiarize themselves with issues related to <br />wetland projection. After going through that exercise, it was generally agreed that the Task <br />Force will need the assistance of a consultant with expertise in the area of wetlands to draft a <br />wetland protection ordinance for Ramsey. Councilmember Strommen, the liaison to the EPTF, <br />and City staff met with Loren Gordon of Hoisington Koegler regarding the EPTF's thoughts on <br />using a consultant. On September 27, 2004, Loren Gordon attended the EPTF meeting at City <br />Hall and presented a proposal for development of a wetland protection ordinance for Ramsey. <br />The proposal was acceptable to EPTF and they moved to recommend that staff prepare a case for <br />tonight's Council meeting agenda to engage the services of Hoisington Koegler for the propose <br />of drafting a wetland protection ordinance for the City at a cost not to exceed $16,000. <br /> <br />Councihnember Strommen indicated the idea is to try to get an ordinance on the books for the <br />2005 construction season. More long term, it sounds as though Ramsey may be a site for the <br />wetland buffer study the Builders Association is doing with Peterson Environmental. Hoisington <br />Koegler and Peterson Environmental will be working together on this. <br /> <br />Community Development Director Frolik advised staff is recommending that the cost of this <br />project be covered with a transfer from the Landfill Tipping Fee to the General Fund. <br />Environmental expenses are a legitimate use of Landfill Tipping Fees. <br /> <br />Chairperson Elvig inquired of the balance in the Landfill Tipping Fund. <br /> <br />Finance Officer Lund replied the balance is approximately $100,000. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to recommend <br />that the City Council adopt the resolution authorizing the transfer of $16,000.00 from Landfill <br />Tipping ?und to the General Fund to engage the services of Hoisington Koegler Group for the <br />purpose of developing a wetland protection ordinance. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, and Councilmembers Zimmerman and <br />Strommcn. Voting No: None. <br /> <br />Case #3: RTC Master Development Agreement Amendment <br /> <br />City Administrator Norman reported there has been a third draft prepared of the amendment to <br />the RTC Master Development Agreement that was approved one year ago. The first draft <br />included the business terms and conditions that were approved in mid July. That attempt failed <br />after the first draft because RTC indicated D.R.
