Finance Officer Lund indicated the rates have not been increased in the last couple of years, as <br />the l`und was very healthy and they did not have all these projects on line. <br /> <br />Councilmember Strommen questioned if it would be the Council's prerogative each year to <br />determine il' the annual increase would go into effect. <br /> <br />Finance Officer Lund responded in the affirmative. She explained the increase would come <br />forward with the whole schedule in October or November. <br /> <br />Assistant Public Works Director Olson indicated Ramsey falls right in the middle of most of the <br />metro area cities as far as their user rates are concerned, and a lot lower than most with the storm <br />water utility. They are a little higher than average on sanitary sewer and water was close to the <br />middle as well. <br /> <br />Chairperson Elvig questioned if Bolton & Menk is comfortable that the current recommendation <br />on the rates will keep the City in line with revenue. <br /> <br />Mr. Brown responded in the affirmative. He indicated a conservative number of hook ups was <br />calculated and this can be reviewed on an annual basis. <br /> <br />Chairperson Elvig questioned what ramifications the City has gotten into so far with the change <br />in thc rates. <br /> <br />Assistant Public Works Director Olson replied there have not been any ramifications. He <br />advised if these rates are approved a motion should be made to approve the Village at Sunfish <br />Lake 2'~'~ Addition at the 2004 rates. He explained what he was most concerned about with this <br />agreement was if they had excluded this developer from the rate change, and then charged <br />everyone else, they would subject themselves to a lot of people that are already in the pipeline <br />with their development. <br /> <br />City Administrator Norman advised the rates for the Village at Sunfish Lake 2nd Addition will be <br />addressed at the Council meeting. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to recommend that <br />the City Council adopt the resolution Amending the 2004 Schedule of Rates, Fees and Charges to <br />include the following: <br /> Water Trunk Charge $1,327/unit <br /> Sewer Trunk Charge $596/unit <br /> <br />Further Discussion: Chairperson Elvig stressed that his biggest concern is that the City is <br />covered with the charges and will be taking in the amount required for the plan.
