Vice Chair Koeiseak closed the regular portion of the Planning Commission meeting at § :46 p.m.
in order to call the public hearing to order.

Public Hearing

Vice Chair Kociscak called the public hearing to order at 8:46 p.m.

Presentation

Principal Planner Trudgeon explained that Edina Development has entered into a purchase
agreement with property owners Herman and Judi Danholz and Ken and Sharon Niles. Edina
Development is requesting to rezone approximately 25 acres from R-1 Residential, B-1 Business,
and B-2 Business to R-3U Multi-Family Residential. Property to the north is zoned R-1
Residential, to the south the zoning is B-l, Business and R-1 Single Family. To the east and
west, the properties are zoned B-1 and B~2 Business. The rezoning would allow the applicant to
construct a townhome development. The applicant has submitted a general development plan for
the subject property that is proposing to construct 112 townhome units. It should be noted that
the number of units may change as the proposed project goes through the subdivision and site
plan review processes. The proposed medium density rezoning would appear to be appropriate
for property located at the junction of an MSA collector street and State highway. Therefore
Staff is recommending approval of the rezoning.

Citizen Input

Nicole Immerheiser, 15245 Germanium Circle N.W. questioned if this development complies
with medium density requirements.

Principal Planner Trudgeon responded that it does comply, but it is only a concept plan and
needs to be refined.

Ms. Immerheiser felt this development would be crowding a lot of people in that area. She
questioned where the children would go; where the bus would stop and how it would make a
turnaround in there with snowbanks. She suggested "thinning" it down, putting in landscaping,
and making the development less angular looking. She said there would be too much traffic and
it isn't conducive to the area.

Motion by Commissioner Johnson, seconded by Commissioner Reeve, to close the public
hearing.

Motion Carried. Voting Yes: Vice Chair Kociscak, Commissioners Johnson, Reeve, Sweet, and
Watson. Voting No: None. Absent: Chairperson Nixt and Commissioner Brauer.

The public hearing closed at 8:46 p.m.

Planning Commission/January 3, 2002
