Absent: Chairperson Nixt and Commissioner Brauer. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council regular meeting minutes dated November 27, 2001 <br />2) City Council work session minutes dated December 11, 2001 <br />3) City Council regular meeting minutes dated December 11, 2001 <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case #8: <br /> <br />Request for Sketch Plan Review of West Ramsey Industrial Park; Case of <br />John Darkenwald <br /> <br />Presentation <br /> <br />Community Development Assistant Wald explained that a revised plan was submitted and <br />distributed to the Commissioners at the start of this meeting. <br /> <br />Community Development Assistant Wald stated that John Darkenwald of J.R. Land and Cattle <br />Co., L.L.C., is proposing to plat property located north of Highway #10 on the City's common <br />border with Elk River. The area to be platted is approximately 17.3 acres in size. The sketch <br />plan proposes to plat one 5-acre lot and one 2.8 acre lot for development; Outlot A is for future <br />development; and Outlot B will preserve a corridor for the connection of the proposed street with <br />the future road corridor preserved in Ramsey Commercial Park 2nd Addition to the east. She <br />noted that the developer has agreed to convey Outlot B to the City upon request. The property is <br />zoned B-1 Business. The proposed user for Lot 1, Minn~Dac, is a residential home and a <br />plumbing contractor, which according to the City's zoning regulations would be a Business <br />Warehouse or Industrial use. A rezoning of the proposed plat to Industrial or Business <br />Warehouse is necessary to accommodate these types of uses. A hearing to rezone the property <br />will be scheduled for the February Planning Commission meeting, along with the preliminary <br />plat hearing. The 2001 Comprehensive Plan designates this area for Places to Shop. One of the <br />proposed amendments to the 2001 Comprehensive Plan that will be subjected to a public hearing <br />on January 24, 2002, includes changing the land use of this property from Places to Shop to <br />Places to Work. She said that more details will be forthcoming, including a detailed grading and <br />drainage plan at the time of preliminary plat review and during site plan review for the lots. Lot <br />1 is proposed to receive public street access via the extension of 156th Lane N.W. from Elk River <br />into the Plat approximately 600 feet. She noted that Elk River is willing to work with the <br />applicant. The remainder of road right-of-way necessary to connect this street to the future road <br />corridor to the east in Ramsey Commercial Park 2na Addition is being preserved as Outlot B. <br />Municipal water and sewer are not available to the site. The 2001 Comprehensive Plan states <br />that all new places to work should be serviced with urban utilities in order to insure high quality <br />development.
