Mr. Johnson responded he would like to discuss item #6 further. He said that the 32 units do not <br />provide that much more traffic. He preferred one full service access point rather than two. He <br />explained that if there must be two access points, he feels an access more centrally located on <br />Sunwood is best. <br /> <br />City Engineer Jankowski replied there would not be a problem to change the location of the <br />second access. <br /> <br />Mr. Johnson suggested he work with the City Staffto guarantee a nonrestricted access. He stated <br />that emergency access and every day traffic are two different issues. A 30 unit townhome <br />development only needs one access. <br /> <br />Mr. Johnson asked if putting in a surmountable curb would be feasible since an emergency <br />vehicle could be driven over the curb. <br /> <br />City Engineer Jankowski explained that if the developer doesn't maintain it, then the issue would <br />arise of who should maintain it. <br /> <br />Chairperson Nixt clarified that the applicant is opposed to the second access because he doesn't <br />feel it is necessary. <br /> <br />Mr. Johnson agreed and added that a dead end road is nice and quiet. People cannot cruise <br />through and it keeps the speed limit down. This is a cul-de-sac. <br /> <br />Chairperson Nixt inquired if these are private drives. He noted the City's policy is to move away <br />from them. <br /> <br />Community Development Director Frolik stated that Sunwood is the main public street spine that <br />accesses this plat; this is unique in that it is an existing street. <br /> <br />Commissioner Sweet commented that this seems like a win/win, to have one main access and <br />emergency vehicles can also use the other restricted access. <br /> <br />Community Development Director Frolik mentioned that Mr. Jankowski would like further <br />discussion on the lack of driveways and the fact that garage aprons will abut the access road. <br /> <br />City Engineer Jankowski clarified that he was concerned from safety standpoint. He was <br />concerned about backing up or pulling into a blind area. <br /> <br />Mr. Johnson suggested that one of the things that could be considered is providing longer aprons <br />on the garages. <br /> <br />Planning Commission/February 7, 2002 <br /> Page 11 of 19 <br /> <br /> <br />
