Absent: None. <br /> <br />PUBLIC HEARING/COMMISSION BUSINESS <br /> <br />Case #9: <br /> <br />Request for Preliminary Plat Review of Alpine Meadows; Case of Eighty <br />Seven LLC <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:12 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 9:12 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon noted that Eighty Seven LLC has applied for a preliminary plat <br />review of a 42-unit townhome development. The property is generally located in the southwest <br />quadrant of T.H. #47 and 153rd Avenue N.W. and the fee title owner is Blaine Edmundson. The <br />subject property has recently received a rezoning to R3-U and Comprehensive Plan Amendment <br />to change the land use designation to Medium Density Residential. The property is <br />approximately 8.7 acres in size. The preliminary plat is proposing a public road extending south <br />from Alpine Dr. that terminates in a temporary cul-de-sac. At the December Planning <br />Commission meeting, there was discussion on how and whether the new public road should <br />connect to properties to the south. Mention was made of existing service road parallel with Hwy. <br />47. This would require the new road in the plat to be aligned to the southeast comer of the <br />property. The preliminary plat shows the new right-of-way ending at the center of the southern <br />property line, which would facilitate a road extension to the south that would intersect with 152nd <br />Avenue. Staff feels that both ideas have advantages and disadvantages. Mr. Trudgeon noted that <br />City Ordinances limit the length of a dead end to 600 feet. The City desires to have the right-of- <br />way extend to the south property line in order to accommodate future extension and connections <br />to streets to the south. The extended right-of-way as shown on the preliminary plat greatly <br />exceeds the 600-foot limit. In order to comply with City Ordinances, the applicant is showing a <br />temporary cul-de-sac about 600 feet from Alpine Dr. The plat also shows a road extending <br /> <br />Planning Commission/February 7, 2002 <br /> Page 12 of 19 <br /> <br /> <br />
