Scott Watkins, 6140 140~ Lane N.W., stated it doesn't seem like good government to change to
medium or high density. As far as traffic, about 2,000 people are estimated to be in there with
570 in single family homes. He stated he is opposed to the change.

Julie Horn, 6031 145th Lane stated she would like single family homes to be built. Housing units
or townhomes do not fit the neighborhood. Single family homes will be better for traffic and
safety.

Sandy Bertzyk, 6001 146th Avenue NW, stated she received 95 signatures against the
townhomes going in. She noted that people within 300 feet get noticed. When she traced the
signatures on the petition, 51 had signed the petition. They signed with truth in hand, she said.
If she had more time, she stated she could have had more signatures. Ms. Horn distributed
copies of the petitions that were received by the Mayor.

A resident at 6121 145th Lane stated he would like to keep the density as single family in this
area. He said he lived in Coon Rapids 5 years ago. While living there, they fought the issue of
townhomes going in, but they did go in. As he goes back to that neighborhood, he said he is glad
they moved out.

Chairperson Nixt stated he agreed that once the land is reclassified, it leaves too many issues
unaddressed.

Motion by Chairperson Nixt, seconded by Commissioner Sweet to keep the low density
residential designation for the Kurak Property II North and South of Sunwood Drive.

Further Discussion:

Commissioner Johnson stated he doesn't have a problem with this and would expect that if an
appropriate design comes in, it could be changed to medium density. The property is going to be
developed. As it gets developed, we will be open to some density discussion that could
anticipate a heavier density at some point.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Brauer, Johnson, and
Kociscak. Voting No: Commissioner Reeve. Abstain: Commissioner Watson. Absent: None.

Motion by Chairperson Nixt, seconded by Commissioner Brauer to approve the text amendments
to the Comprehensive Plan as proposed.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Johnson, Kociscak,
Reeve, Sweet, and Watson. Voting No: None. Absent: None.

Case #11: Zoning Bulletin

Noted.

Planning Commission/February 7, 2002
