Motion by Commissioner Johnson, seconded by Commissioner Kociscak to recommend that <br />City Council adopt Findings of Fact relating to a request to rezone property in Section 25 from <br />R-1 Urban Residential to R-3 Urban Residential to accommodate the ACCAP housing project. <br /> <br />Motion Carried. Absent: None. <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case 07: <br /> <br />Request for Sketch Plan Review of a Minor Subdivision, Sunwood Estates; <br />Case of Anoka County Community Action Program (ACCAP) <br /> <br />Community Development Director Frolik stated that the City received an application from Jeff <br />Johnson of Anoka County Community Action Program (ACCAP) for sketch plan review to plat <br />property located west of State Highway #47 (St. Francis Blvd.), east of Sunwood Drive and <br />south of 149th Avenue for a townhome project. The property consists of approximately 11.31 <br />acres and is proposed to be platted into 1 lot for the 32 rental units and 1 outlot for the wetland. <br />The proposed plat will derive one access from Sunwood Drive. The townhomes will be served <br />by a private driveway collector extending off of Sunwood Drive. There will be no direct access <br />to T.H. #47. Wetlands are encumbered by a drainage and utility easement. Grading and <br />drainage will be addressed in detail as part of the site plan process. Staff recommends Sketch <br />Plan approval and forwarding the subdivision to City Council for final plat approval. <br /> <br />Chairperson Nixt asked Staff to verify whether the trail easement lines up with the proposed trail <br />on the Katnis property to the south. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Sweet to approve the sketch plan <br />of Sunwood Estates for ACCAP and recommend proceeding to final plat stage. <br /> <br />Motion Carried. Absent: None. <br /> <br />Community Development Director Frolik noted that the City Code standards for multiple family <br />development are not current. Their literal interpretation results in an 18,000 square foot <br />deficiency in lot area for the lot containing all of the housing units.
