APPROVE PLANNING COMMISSION MINUTES <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to approve the following <br />minutes as presented: <br /> <br />1) Planning Commission public hearing and regular meeting minutes dated February 7, 2002. <br />2) Joint Planning Commission and City Council meeting dated January 24, 2002. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, Reeve, <br />Sweet, and Watson. Voting No: None. Absent: Commissioner Brauer. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council regular meeting minutes dated February 12, 2002 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case itl <br /> <br />Discuss Revised Site Plan for Anoka County Community Action Program <br />(ACCAP) <br /> <br />Community Development Director Frolik stated ACCAP is in the process of developing property <br />located west of St. Francis Boulevard and south and east of Sunwood Drive. The plat will <br />accommodate development of a multiple family rental housing project that will consist of 30 <br />townhomes and 2 single family homes. All units will be located on one lot. She noted the <br />purpose of this item is to gain affirmation from the Planning Commission that the revised plan <br />has been reviewed and is acceptable. <br /> <br />Chairperson Nixt commented he liked the previous plan better, with one reason being that it was <br />more of a closed community. He said this plan of three full use accesses opens it up and takes <br />away from the closeness of the community. He also noted the road that is proposed between the <br />center units splits the development up. <br /> <br />Mr. Johnson said he thought the revised plan would work if the center private road is not <br />connected to Sunwood Drive. He said that three connections to Sunwood Drive would not be <br />necessary; two would be sufficient. He explained that this development is being built under both <br />new and old concepts of private roads. <br /> <br />Chairperson Nixt stated since this private street policy is a work in progress; it may be a good <br />time to change the policy. <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt, to approve the revised plan <br />for ACCAP with the strong recommendation that the first preference would be to reduce from <br />three entrances to two off Sunwood Drive by eliminating the center road and resolving the access <br /> <br />Planning Commission/March 7, 2002 <br /> Page 2 of 7 <br /> <br /> <br />
